About Administration & Human Resources... Franklin County government is managed by a County Administrator who is appointed by and works at the direction of the Board of County Commissioners. The Department of Administration is responsible for preparing County Commission agendas, preparing and managing the annual budget for the county, management of the human resources functions of the county including the county pay plan, personnel rules and regulations, and recruitment and employment of county employees. County administration also provides oversight of county purchasing policies and inventory management of county assets.
