  1. CALL TO ORDER and PLEDGE OF ALLEGIANCE

  2. ROLL CALL

  3. PUBLIC COMMENT:   A citizen desiring to speak on an item not on the agenda may do so at this time.  Discussion is limited to five minutes and the Commission will not take action at this time.  Items introduced under “PUBLIC COMMENT” may become agenda items at a later date.

  4. CONSENT AGENDA:  Items listed on the “Consent Agenda” are considered routine and shall be enacted by one motion of the Board of Commissioners with no separate discussion.  If separate discussion is desired by a member of the Governing Body, that item may be removed from the “Consent Agenda” and placed on the regular agenda “Items of Business.

    1. Approval of the minutes of the County Commission agenda of February 1, 2006.

     

  5. ITEMS OF BUSINESS:  Items of business includes all timed items, bids, contracts and agreements, public hearings and organizational business coming before the Governing Body.

     

    1. Receive recommendations from the Franklin County Planning Commission:
       

      1. That rezoning application #0512-585 to rezone approximately 40 acres From A-1, Agricultural District, to R-E, Residential Estate District, Located on the south side of Shawnee Road and the east side of Montana Road, be approved.
         

      2. That rezoning application #0512-583 to rezone approximately 26.98 Acres from A-1, Agricultural District to A-2, Transitional Agricultural District located near the intersection of Shawnee Road and Iowa Road on the west side of Iowa Road approximately 1/2 mile north of Shawnee Road, be approved.
         

      3. That rezoning application #0512-587 to rezone approximately 17.93 Acres from A-2, Transitional Agricultural District to R-3A, Single Family Residential District located on the west side of Kentucky Road between Sand Creek Road and Pawnee Road, be approved.
         

      4. That Special Use Permit application #0511-576 for the operation of a by-products store in an R-E, Residential Estate zoning district located at the intersection of Pawnee Road and Kentucky Road on the north side of Pawnee Road and on the west side of Kentucky Road, be approved.
         

      5. That Article 2 (definitions), Section 2-1.01 and Article 11, (Highway Commercial District), Section 11-3 of the County Zoning Regulations be amended.
         

    2. Consider authorizing bids be received for Herbicides for noxious weed control.
       

    3. Consider authorizing publication of the public hearing notice on behalf of the Franklin County Mental Health for certificates of participation. Public hearing to be held at 10:00 am on Monday, February 27, 2006 in the Commission Chambers.
       

    4. Consider the request of Sheriff Davis to purchase an additional vehicle to be used by Juvenile Detention as a transport vehicle.
       

    5. Consider Approval of an agreement with Delta Dental of Kansas to provide administrative services for a self-insured dental program.
       

    6. Consider purchase of a postage machine as previously approved by the County Commission on December 14, 2005 as a lease-purchase.
       

    7. Consider a proposal from Marla Flentje, The Austin Peters Group, Inc. to work with County Commissioners and Department Heads to develop on Organizational Code of Ethics.
       

    8. Receive and consider bids for a replacement vehicle for Franklin County Recycling Program.
       

    9. Consider purchase of 4 magnets from Conmat for $3,320.00 for use on Road and Bridge Department motor graders.
       

    10. Consider granting request for 2006 Baldwin City bike race to use a portion of Ohio Road on June 10, 2006.
