TO BE HELD IN THE FRANKLIN COUNTY ANNEX COMMISSION CHAMBERS

  1. CALL TO ORDER and PLEDGE OF ALLEGIANCE

  2. ROLL CALL

  3. PUBLIC COMMENT:  A citizen desiring to speak on an item not on the agenda may do so at this time.  Discussion is limited to five minutes and the Commission will not take action at this time.  Items introduced under “Public Comment” may become agenda items at a later date.

  4. CONSENT AGENDA:  Items listed on the “Consent Agenda” are considered routine and shall be enacted by one motion of the Board of Commissioners with no separate discussion.  If separate discussion is desired by a member of the Governing Body, that item may be removed from the “Consent Agenda” and placed on the regular agenda “Items of Business.

    1. Approval of the minutes of the County Commission meeting of July 26, 2006.

     

  5. ITEMS OF BUSINESS:  Items of business includes all timed items, bids, contracts and agreements, public hearings and organizational business coming before the Governing Body.

     

    1. Consider recognizing the following Sheriff's employees with a Meritorious Service Award for going above and beyond the call of duty:

       

                      * Sgt. Brad Owen
                  * Brian Ferguson

                  * Sgt. Jeff Curry

                  * Lt. Jimmie Dean

                  * Undersheriff Steve Lunger

                  * Tammy Moews

                  * Brad Gilges

       

    2. Consider the approval of a Canine Unit for the Franklin County Sheriff's Department.
       

    3. Consider approving a contract with Cook, Flatt & Strobel Engineers, P.A. for the design of Missouri Road between Stafford Road and Stafford Terrace in the amount of $49,350.00.
       

    4. Consider approving a contract with Taylor Design Group, P.A. for the design of the 13 Mile Project in the amount of $1.95/foot (estimated cost $132,818) and a 1.5% administration fee of the total of each invoice (estimated cost $1,992).
       

    5. Consider advertising to fill vacancies on the County Highway Improvement Program (CHIP) committee.
       

    6. Consider rejecting the bid of Danny Lambeth for units #23, #32, #33 and the Crysteel 15' dump truck bed in the amount of $8,635.00.
       

    7. That rezoning application #0605-628 to rezone approximately 8.47 acres from an A-1, Agricultural District, to an R-3, Residential Estate District, located at the at the intersection of Tennessee Road and Finney Road on the East side of Tennessee Road and on the North side of Finney Road, be approved.
       

    8. That rezoning application #0606-640 to rezone approximately 11.95 acres from an A-2, Transitional Agricultural District, to an R-E, Residential Estate District, located at the intersection of Douglas Road and Kentucky Road on the South side of Douglas Road and the East side of Kentucky road, be Approved.
       

    9. That rezoning application #0606-641 to rezone approximately 20 acres from an A-2, Transitional Agricultural District, to an A-1, Agricultural District, to rezone approximately 10 acres to an R-E, Residential Estate District, and to rezone approximately 26.73 acres from an A-1, Agricultural District, to an A-2, Transitional Agricultural District, located at the intersection of Reno Road and Georgia Terrace on the South side of Reno Road and on the West side of Georgia Terrace, be approved.
       

    10. That rezoning application #0606-644 to rezone approximately 30 acres from an A-1, Agricultural District, to an R-E, Residential Estate District, located at the intersection of Idaho Road and Kingman Road on the West side of Idaho Road and the North side of Kingman Road, be approved.
       

    11. That rezoning application #0606-649 to rezone approximately 40 acres from an A-1, Agricultural District, to an R-E, Residential Estate District, located at the intersection of Kingman Road and Indiana Road on the South side of Kingman Road and on the West side of Indiana Road, be approved.
       

    12. That rezoning application #0606-650 to rezone approximately 7.23 acres from an C-2, Highway Commercial District, to an I-1, Light Industrial District, located on the North side of Highway 68 between I-35 and Nebraska Road, be approved.
       

    13. Consider approving a Grant of Easement for Lot Split #0607-655.
       

    14. Consider approving a Grant of Easement for Lot Split #0607-656.
       

    15. Consider approval of payment of bills for Community Block Development Grant (CBDG).
       

    16. Receive the resignation of Arthur Hufford from the Appanoose Township Board and consider appointment of a person to complete the incumbent term.

  9. 7:30 P.M. RECONVENE:  Conduct a public hearing to hear and answer objections of taxpayers related to the proposed use of all funds and the amount of Ad Valorem  tax as proposed in the 2007 annual operating budget for Franklin County.
