  1. CALL TO ORDER and PLEDGE OF ALLEGIANCE

  2. ROLL CALL

  3. PUBLIC COMMENT:  A citizen desiring to speak on an item not on the agenda may do so at this time.  Discussion is limited to five minutes and the Commission will not take action or discuss items at this time.  Items introduced under “Public Comment” may become agenda items at a later date.

  4. CONSENT AGENDA:  Items listed on the “Consent Agenda” are considered routine and shall be enacted by one motion of the Board of Commissioners with no separate discussion.  If separate discussion is desired by a member of the Governing Body, that item may be removed from the “Consent Agenda” and placed on the regular agenda “Items of Business.”

    1. Approval of the minutes of the County Commission meeting of August 30, 2006.

     

  5. ITEMS OF BUSINESS:  Items of business includes all timed items, bids, contracts and agreements, public hearings and organizational business coming before the Governing Body.

     

    1. Consider the approval of a Resolution approving the delivery of Certificates of Participation in a principle amount not to exceed $1,600,000 to pay the cost of constructing improvements to, and further equipping of, an existing mental health care facility in Franklin County, Kansas, and authorizing the execution of a Trust Indenture, annual appropriation Lease Purchase Agreement, Sublease Agreement, Assignment of Sublease and Certificate of Purchase Agreement in connection with the delivery of such Certificates.
       

    2. Consider the recommendation of the Architect regarding acceptance of the bid for the Franklin County Courthouse Exterior Restoration - Foundation Stabilization project.
       

    3. Consider approval of an agreement for Construction Phase Testing Services for Exterior Renovation Foundation Stabilization of the Franklin County Courthouse.
       

    4. Consider the renewal of Franklin County's maintenance support contract for the phone system for $885.36 per month for a four year term.
       

    5. Consider accepting a proposal from Cook, Flatt & Strobel Engineers, P.A. for inspection of six (6) bridges which are required to be inspected on an annual basis at a cost of $600.
       

    6. Consider removing a gate and cattle guard in order to shape a minimum maintenance road on Oregon Road between Sections 10 and 11 in Township 19 South, Range 20 East.
       

    7. Consider naming a delegate and alternate delegate to represent Franklin County at the Kansas Workers Risk Cooperative for Counties (KWORC) annual meeting in Topeka on Monday, November 20, 2006.
