  1. CALL TO ORDER and PLEDGE OF ALLEGIANCE

  2. ROLL CALL

  3. PUBLIC COMMENT:  A citizen desiring to speak on an item not on the agenda may do so at this time.  Discussion is limited to five minutes and the Commission will not take action or discuss items at this time.  Items introduced under “Public Comment” may become agenda items at a later date.

  4. CONSENT AGENDA:  Items listed on the “Consent Agenda” are considered routine and shall be enacted by one motion of the Board of Commissioners with no separate discussion.  If separate discussion is desired by a member of the Governing Body, that item may be removed from the “Consent Agenda” and placed on the regular agenda “Items of Business.”

    1. Approval of the minutes of the County Commission meeting of November 1, 2006.
       

  5. ITEMS OF BUSINESS:  Items of business includes all timed items, bids, contracts and agreements, public hearings and organizational business coming before the Governing Body.

     

    1. Consider honoring Rod Harris for the end of six (6) years of dedicated service to the Franklin County Planning and Zoning Commission.
       

    2. Consider acceptance and approval of the low bid received for the purchase of a vehicle for the Noxious Weed Department.
       

    3. That Special Use Permit application #0609-668 for the operation of a Auction Barn Sales facility in an A-2, Transitional Agricultural Zoning District, located South of Rock Creek Road between Tennessee Road and Tennessee Drive, be approved.
       

    4. That Rezoning Application #0605-629 to rezone approximately 5 acres from an A-1, Agricultural District, to an  R-E, Residential Estate District, located at the intersection of Shawnee Road and Indiana Road on the North side of Shawnee Road and on the West side of Indiana Road, be approved.
       

    5. That Rezoning Application #0608-664 to rezone approximately 20 acres from an R-E, Residential Estate District, to an A-2, Transitional Agricultural District, located on the West side of Texas Road between Stafford Road and Shawnee Road, be approved.
       

    6. That Rezoning Application #0609-667 to rezone approximately 20 acres from an A-1, Agricultural District, to an A-2, Transitional Agricultural District, and to rezone approximately 10 acres from R-E, Residential Estate District, to an A-2, Transitional Agricultural District, located near the intersection of Iowa Road and Shawnee Road on the North side of Shawnee Road and the West side of Iowa Road, be approved.
       

    7. Consider the approval of an amendment to Article 26, Sections 26-4.01 and 26-4.04, that clarifies "Violations" and establishes specific penalties for "Violations," of the Franklin County Zoning Regulations.
       

    8. Consider the approval of the Fiscal Year 2007 line item adjusted budget summaries for CASA of the 4th Judicial District, the Hive Youth Center, and the Coffey County Prevention Program.
       

    9. Receive and review the Juvenile Justice Authority's (JJA), Fiscal Year 2007, 1st Quarter Program Reports for: Juvenile ISP, Case Management, Juvenile Intake, Teen Court, CASA, The Hive Youth Center, Coffey County Prevention Program, and Family Intensive Treatment.
       

    10. 9:00 a.m. - Consider holding a public hearing to discuss vacating a portion of Kingman Road east of Vermont Road to allow the installation of a gate.
       

    11. 9:00 a.m. - Consider holding a public hearing to discuss upgrading a portion of the 2600 block of Riley Road from minimum maintenance to full maintenance.
       

    12. 9:10 a.m. - Consider holding a public hearing to discuss upgrading the 900 block of Georgia Road from minimum maintenance to full maintenance.
       

    13. Consider approval of a contractual agreement providing for administration of Flexible Spending Accounts for County employees.
       

    14. Discuss amending the agenda format regarding procedure for open commission meetings.
