  1. CALL TO ORDER and PLEDGE OF ALLEGIANCE

  2. ROLL CALL

  3. PUBLIC COMMENT:  A citizen desiring to speak on an item not on the agenda may do so at this time.  Discussion is limited to five minutes and the Commission will not take action or discuss items at this time.  Items introduced under “Public Comment” may become agenda items at a later date.

  4. CONSENT AGENDA:  Items listed on the “Consent Agenda” are considered routine and shall be enacted by one motion of the Board of Commissioners with no separate discussion.  If separate discussion is desired by a member of the Governing Body, that item may be removed from the “Consent Agenda” and placed on the regular agenda “Items of Business.”

    1. Approval of the minutes of the County Commission meeting of December 6, 2006.
       

  5. ITEMS OF BUSINESS:  Items of business includes all timed items, bids, contracts and agreements, public hearings and organizational business coming before the Governing Body.

     

    1. Consider receiving and approving applications for Fiscal Year 2006 Unexpected Prevention Funds for the Juvenile Justice Authority.
       

    2. Receive and consider opening bids for a motor grader for the Public Works Department.
       

    3. Consider waiving the purchasing policy and awarding the bid for 200 cutting edges to Welborn Sales, Inc. in the amount of $11,790.
       

    4. Consider a resolution amending the Personnel Rules and Pay Plan to include the adoption of the Victim of Violence Leave.
       

    5. Receive and consider acceptance of proposals for purchase of rehabilitation tax credits for the Franklin County Courthouse Foundation Stabilization and Rehabilitation project.
       

    6. Consider acceptance of a grant offer of $137,707 (project #07-E911-09) for full funding from the Kansas Wireless Enhanced 911 Grant program.
       

    7. Discuss the enhancement of Computer Aided Dispatch, Record Management and Corrections Management for County and City law enforcement agencies.
       

    8. Consider approval of the letter of understanding of the audit services to be provided by Agler & Gaeddert of Franklin County financial statements for the budget year ending December 31, 2006.
       

    9. Consider a resolution waiving the requirements of K.S.A 75-1120 a (a) for the budget year ending December 31, 2006.
