  3. PLEDGE OF ALLEGIANCE

  4. INVOCATION: Led by Reverend Robert Louden with the North Baptist Church.

  5. PUBLIC COMMENT:  A citizen desiring to speak on an item not on the agenda may do so at this time.  Discussion is limited to five minutes and the Commission will not take action or discuss items at this time.  Items introduced under “Public Comment” may become agenda items at a later date.

  6. CONSENT AGENDA:  Items listed on the “Consent Agenda” are considered routine and shall be enacted by one motion of the Board of Commissioners with no separate discussion.  If separate discussion is desired by a member of the Governing Body, that item may be removed from the “Consent Agenda” and placed on the regular agenda “Items of Business.”

    1. Approval of the minutes of the County Commission meeting of March 28, 2007.

    2. Approval of claim vouchers and tax change orders.

  7. ITEMS OF BUSINESS:  Items of business includes all timed items, bids, contracts and agreements, public hearings and organizational business coming before the Governing Body.

    1. Consider the approval of a Proclamation designating the month of April as Fair Housing Month.

    2. Consider the renewal of a contract for Noxious Weed control on State Right of Ways in 2007.

    3. Consider the approval of a Service and Repurchase agreement between Martin Tractor, Inc. and the Franklin County Public Works Department.

    4. Consider the approval of a Grant of Easement for Lot Split #0612-697.

    5. Consider the approval of Special Use Permit Application #0702-710 for the storage and sale of processed Bison Mat in an A-1, Agricultural District, located on the north side of Finney Road between Florida Road and Georgia Road.

    6. Consider the approval of Special Use Permit Application #0702-713 for the placement of additional housing and outbuildings at a Youth Church Camp and Adult Retreat in an A-1, Agricultural District, located on the North side of Ellis Road between Highway 50 and California Road.

    7. Consider the approval of Special Use Permit Application #0702-718 for the operation of an outdoor lighted arena in an A-1, Agricultural District, located near the intersection of John Brown Road and Vermont Road on the West side of Vermont Road and the South side of John Brown Road.

    8. Consider the approval of Rezoning Application #0701-707 to rezone approximately 47.97 acres from an A-1, Agricultural District, to an A-2, Transitional Agricultural District, to rezone approximately 13.1 acres from an A-1, Agricultural District, to an R-E, Residential Estate District, located on the South side of Riley Road between U.S. Highway 59 and Montana Road.

    9. Consider the approval of Rezoning Application #0702-711 to rezone approximately 15.71 acres from an A-1, Agricultural District, to an R-E, Residential Estate District, located on the North side of Shawnee Road between Utah road and Interstate 35.

    10. Consider the approval of Rezoning Application #0702-716 to rezone approximately 20.00 acres from an A-2, Transitional Agricultural District, to an R-3A, Single Family Residential Three Acre District, located on the intersection of Shawnee road and Texas Road on the North side of Shawnee Road and the West side of Texas Road.

    11. Consider the approval of Rezoning Application #0702-717 to rezone approximately 8.14 acres from and A-1, Agricultural District, to an R-E, Residential Estate District, located on the West side of Utah Road between Shawnee Road and Interstate 35.

    12. Consider the approval of a Proclamation designating the week of April 9th through 13th as National Telecommunicators Week.

    13. Consider an order to direct the County Administrator to develop and plan and cost estimate for improving Emergency Medical Services to the Wellsville area and report back to the County Commission within 30 days.
