  3. PLEDGE OF ALLEGIANCE

  4. INVOCATION: Led by Reverend Fred Martin with the Ottawa Bible Church.

  5. PUBLIC COMMENT:  A citizen desiring to speak on an item not on the agenda may do so at this time.  Discussion is limited to five minutes and the Commission will not take action or discuss items at this time.  Items introduced under “Public Comment” may become agenda items at a later date.

  6. CONSENT AGENDA:  Items listed on the “Consent Agenda” are considered routine and shall be enacted by one motion of the Board of Commissioners with no separate discussion.  If separate discussion is desired by a member of the Governing Body, that item may be removed from the “Consent Agenda” and placed on the regular agenda “Items of Business.”

    1. Approval of the minutes of the County Commission meeting of April 4, 2007.

    2. Approval of claim vouchers and tax change orders.

  7. ITEMS OF BUSINESS:  Items of business includes all timed items, bids, contracts and agreements, public hearings and organizational business coming before the Governing Body.

    1. Consider the approval of a Proclamation establishing April 15th through 21st as National Volunteer Week.

    2. Consider the approval of a Resolution limiting open burning within Franklin County and prohibiting open burning without a permit.

    3. Consider the approval of a Resolution proclaiming disaster authority in Franklin County.

    4. Consider the approval of Rezoning Application #0702-712 to rezone approximately 10.13 acres from an A-1, Agricultural District, to an R-E, Residential Estate District, located on the West side of Utah Road between Ellis Terrace and Finney Road.

    5. Consider the approval of a Grant Easement for Lot Split #0703-721.

    6. Consider holding a Public Hearing @ 9:00 a.m. on April 25th to gather input on the 2007 - 2012 Federal Aid Project Selection/Approval Process for the Public Works Department.

    7. Consider awarding a bid for culverts to J&J Metal Products Company.

    8. Consider the approval of an agreement with B.G. Consultants, Inc. to conduct an assessment and ranking for the paved county roads.

    9. Consider the approval of an agreement for geotechnical engineering services on Missouri Road with Kleinfelder.

    10. Consider the approval of waiving the purchasing policy for the acquisition of a demo ambulance.

    11. Consider the approval of payment request #14 for the Elizabeth Layton Center CDBG Grant Project.

    12. Consider the approval of amendments to the employment agreement between Franklin County, Kansas and the County Administrator.
