  4. INVOCATION: Led by Reverend Joel Fredericks with First Baptist Church.

  5. PUBLIC COMMENT:  A citizen desiring to speak on an item not on the agenda may do so at this time.  Discussion is limited to five minutes and the Commission will not take action or discuss items at this time.  Items introduced under “Public Comment” may become agenda items at a later date.

  6. CONSENT AGENDA:  Items listed on the “Consent Agenda” are considered routine and shall be enacted by one motion of the Board of Commissioners with no separate discussion.  If separate discussion is desired by a member of the Governing Body, that item may be removed from the “Consent Agenda” and placed on the regular agenda “Items of Business.”

    1. Approval of the minutes of the County Commission meeting of April 18, 2007.

    2. Approval of claim vouchers and tax change orders.

  7. ITEMS OF BUSINESS:  Items of business includes all timed items, bids, contracts and agreements, public hearings and organizational business coming before the Governing Body.

    1. Consider approving a request from the Over the Road Gang to use the Courthouse lawn on September 16th for the "Ole Marais des Cygnes Car Show."

    2. Consider approving a request from the Ministerial Alliance to use the Courthouse lawn on May 3rd at noon for National Day of Prayer.

    3. Consider approving a request from Dan Dolittle at Eugene Field to tour the Courthouse with Deb Barker from the Historical Society on May 1st around 1:00 in the afternoon.

    4. Consider the approval of a Grant of Easement for Lot Split #0703-733.

    5. Consider granting approval for the 2007 Baldwin City Bike Race to use Ohio Road from approximately 8:00 a.m. to noon on Saturday June 23rd.

    6. Consider the approval of a Certificate of Project Application for the Montana Road Project to be governed by the Code of Conduct.

    7. 9:00 a.m. - Hold a Public Hearing to receive public comment on the selection of Federal Aid Projects for the 5 Year Plan.

    8. Consider the approval of a request by the Register of Deeds Office to transfer school records tot he Franklin County Historical Society.

    9. Consider the approval of the SFY2008 Juvenile Accountability Block Grant for Community Corrections.

    10. Consider the approval of a the Kansas Department of Corrections (KDOC) 3 Year Comprehensive Plan Amendment for Fiscal Year 2008 and 2009.

    11. Receive the 2007 1st Quarter Report for the Juvenile Detention Department.

    12. Consider the approval of a Memorandum of Understanding between the Franklin County Health Department and the East Central Kansas Public Health Coalition.

    13. Consider the endorsement of a special Community Service Program (CSP) for Ransom Memorial Hospital.

    14. Consider the approval of payment request #15 for the Elizabeth Layton Center CDBG Grant Project.

    15. Consider a recommendation of the Planning Commission for the County to contribute to the K-68 Corridor Study.

    16. Consider establishing Commission meeting dates for the month of May.
