  4. INVOCATION: Led by Reverend Fred Martin with the Ottawa Bible Church.

  5. PUBLIC COMMENT:  A citizen desiring to speak on an item not on the agenda may do so at this time.  Discussion is limited to five minutes and the Commission will not take action or discuss items at this time.  Items introduced under “Public Comment” may become agenda items at a later date.

  6. CONSENT AGENDA:  Items listed on the “Consent Agenda” are considered routine and shall be enacted by one motion of the Board of Commissioners with no separate discussion.  If separate discussion is desired by a member of the Governing Body, that item may be removed from the “Consent Agenda” and placed on the regular agenda “Items of Business.”

    1. Approval of the minutes of the County Commission meeting of April 25 and 30, 2007.

    2. Approval of claim vouchers and tax change orders.

    3. Approval of April payroll.

    4. Neighborhood Revitalization applications.

  7. ITEMS OF BUSINESS:  Items of business includes all timed items, bids, contracts and agreements, public hearings and organizational business coming before the Governing Body.

    1. Consider the approval of a Proclamation establishing May as Mental Health month (watch short video provided by Elizabeth Layton Center).

    2. Consider the approval of Rezoning Application #0702-719 to rezone approximately 20.10 acres from an A-2, Transitional Agricultural District, to an R-E, Residential Estate District, located at the intersection of Riley Road and Georgia Terrace on the West side of Georgia Terrace and the North side of Riley Road.

    3. Consider the approval of Rezoning Application #0703-726 to rezone approximately 10.00 acres from an A-1, Agricultural District, to an R-E, Residential Estate District, located on the South side of Clark Road between Nebraska Road and Nevada Road.

    4. Consider the approval of Rezoning Application #0703-727 to rezone approximately 30.32 acres from an R-3A, Single Family Residential Three Acre District, to an A-2, Transitional Agricultural District, located on the West side of U.S. Highway 59 between Finney Road and Finney Terrace.

    5. Consider the approval of agreement #65-07 with the Kansas Department of Transportation defining responsibilities for reconstructing Montana Road between Sand Creek Road and new U.S. Highway 59.

    6. Consider establishing and appointing members to a Criminal Justice Building Committee.

    7. Consider the approval of a contract between the Franklin County Sheriff's Office and USD 289 to provide the services of a School Resource Officer.

    8. Consider the approval of a contract between the Franklin County Sheriff's Office and USD 288 to provide the services of a School Resource Officer.

    9. Consider a request to update County policy to provide maintenance for Emergency Weather Sirens in Wellsville.

    10. Consider the approval of a Resolution authorizing foreclosure proceedings and sale of real property for delinquent taxes.

    11. Consider the approval EMS write-offs for the month of March in the amount of $17,077.60.

    12. Consider the approval of a Resolution waiving GAAP requirements for 2007.
