  5. PUBLIC COMMENT:  A citizen desiring to speak on an item not on the agenda may do so at this time.  Discussion is limited to five minutes and the Commission will not take action or discuss items at this time.  Items introduced under “Public Comment” may become agenda items at a later date.

  6. CONSENT AGENDA:  Items listed on the “Consent Agenda” are considered routine and shall be enacted by one motion of the Board of Commissioners with no separate discussion.  If separate discussion is desired by a member of the Governing Body, that item may be removed from the “Consent Agenda” and placed on the regular agenda “Items of Business.”

    1. Approval of the minutes of the County Commission meeting of June 27 & July 2, 6, 9, 2007.

    2. Approval of tax change orders.

    3. Approval of employee payroll for May 21st through June 20th.

  7. ITEMS OF BUSINESS:  Items of business includes all timed items, bids, contracts and agreements, public hearings and organizational business coming before the Governing Body.

    1. Presentation of the 2006 Audit report for Franklin County as prepared by Agler & Gaeddert Chartered.

    2. Consider the approval of a request from Ottawa University to issue $14 million in non-general obligation bonds.

    3. Consider the approval of Change Order Request #1 from Mid-Continental Restoration Company, Inc. for the Franklin County Courthouse Restoration Project.

    4. 9:00 a.m. - Public Hearing to discuss opening a portion of Delaware Road North of Labette Road.

    5. Consider the approval of a request to appoint Ms. Tonia Salvini to the Fourth Judicial District Community Corrections Advisory Board.

    6. Consider the approval of the Kansas Department of Corrections FY2008 Budget Summary and Narrative.

    7. Consider the approval of Final Plat Application #0705-753 for Keaton Estates Subdivision located at the intersection of Utah Road and Ellis Terrace on the North side of Ellis Terrace and the East side of Utah Road.

    8. Consider the approval of Special Use Permit Application #0705-757 for the operation of an auto repair shop located on the South side Stafford Road between Indiana Terrace and Iowa Road.

    9. Consider the approval of Rezoning Application #0704-742 to rezone approximately 10.00 acres from an A-1, Agricultural District, to an R-E, Residential Estate District, located on the North side of Osborne Terrace and East of Indiana Road.

    10. Consider the approval of Rezoning Application #0705-754 to rezone approximately 22.12 acres from an A-1, Agricultural District, to an A-2, Transitional Agricultural District, located on the North side of Labette Road between Florida Road and Georgia Road.

    11. Consider the approval of a recommendation of the Tauy Bridge Committee to do a RFP on the Historic Tauy Bridge.

    12. Consider naming frontage road, from Stafford Road to Shawnee Road, Missouri Road and to name the existing alignment, of US 59 Highway from Woodson Road South to Shawnee Road, Old US 59.

    13. Consider the approval of a request to set a Public Hearing for 9:00 a.m. on July 25, 2007 to discuss the vacation of Haskell Road from the driveway to 4734 Haskell Road East.

    14. Consider the approval of an agreement between Franklin County and Taylor Design Group, P.A. for the preparation of plans and construction observation of the 2007 Chip Seal Maintenance Project.

    15. Consider coming to a decision on the fence viewing requested by Mr. Jerry Eversoll at 203 Alabama Road, Williamsburg.

    16. Consider the approval of Payment Request #18 for the Elizabeth Layton Center CDBG Grant Project.

    17. Consider the approval of a request to enter into a contract agreement between USD 287 and Franklin County to provide a School Resource Officer for the 2007-2008 school year.
