  1. CALL TO ORDER

  3. PLEDGE OF ALLEGIANCE

  4. INVOCATION: Led by Reverend Dale Stratton with Pilgrim Bible Church.

  5. PUBLIC COMMENT:  A citizen desiring to speak on an item not on the agenda may do so at this time.  Discussion is limited to five minutes and the Commission will not take action or discuss items at this time.  Items introduced under “Public Comment” may become agenda items at a later date.

  6. CONSENT AGENDA:  Items listed on the “Consent Agenda” are considered routine and shall be enacted by one motion of the Board of Commissioners with no separate discussion.  If separate discussion is desired by a member of the Governing Body, that item may be removed from the “Consent Agenda” and placed on the regular agenda “Items of Business.”

    1. Approval of the minutes of the County Commission meeting of July 18, 2007.

    2. Approval of claim vouchers and tax change orders.

  7. ITEMS OF BUSINESS:  Items of business includes all timed items, bids, contracts and agreements, public hearings and organizational business coming before the Governing Body.

    1. Receive an update on the Elizabeth Layton Center Project from Contractor Rudy Manes with J&R Contractors.

    2. Receive the Juvenile Detention Center Quarterly Report from director Ethel Wallace.

    3. 9:00 - Hold a Public Hearing to discuss the vacation of a portion of Haskell Road.

    4. Consider selling asphalt millings stockpiled on the Buildex property for $2.50 per ton to Killough Construction, Inc.

    5. Consider the approval of an agreement between Franklin County and the Kansas Department of Transportation for the K-68 Corridor Study.

    6. Receive an update from Alan Radcliffe, Emergency Management Director, on flood damage throughout the County.

    7. Consider the approval of a Resolution promulgating the LEOP for Franklin County.

    8. Consider entertaining a motion to separate Services for the Elderly from the County for purposes of auto insurance, payroll, and bill processing.

    9. Consider the approval of June write-offs for the EMS department in the amount of $21,192.43.

    10. Consider the approval of an agreement between Franklin County and USD 290 to provide CTEC Criminal Justice Classes for the 2007-2008 school year.

    11. Consider the approval of payment request #19 for the Elizabeth Layton Center CDBG Grant Project.

    12. Consider setting a suggested date of August 8th to hold a Public Hearing on the Proposed 2008 County Operating Budget.

    13. Consider entering into executive session with the County Counselor and County Administrator to discuss the Wellsville Ambulance.
