  5. PUBLIC COMMENT:  A citizen desiring to speak on an item not on the agenda may do so at this time.  Discussion is limited to five minutes and the Commission will not take action or discuss items at this time.  Items introduced under “Public Comment” may become agenda items at a later date.

  6. CONSENT AGENDA:  Items listed on the “Consent Agenda” are considered routine and shall be enacted by one motion of the Board of Commissioners with no separate discussion.  If separate discussion is desired by a member of the Governing Body, that item may be removed from the “Consent Agenda” and placed on the regular agenda “Items of Business.”

    1. Approval of the minutes of the County Commission meeting of July 25, 2007.

    2. Approval of claim vouchers and tax change orders.

    3. Approval of payroll for June 21 through July 20.

  7. ITEMS OF BUSINESS:  Items of business includes all timed items, bids, contracts and agreements, public hearings and organizational business coming before the Governing Body.

    1. Consider the approval of Rezoning Application #0706-766 to rezone approximately 5.00 acres from an A-1, Agricultural District, to an R-E, Residential Estate District, located on the East side of Georgia Road between Osborne Road and Highway K-68.

    2. Consider the approval of an amendment to the Franklin County Zoning Regulations revising definitions for Sexually Oriented Business.

    3. Consider the approval of the Federal Edward Byrne Memorial Justice Assistance Grant for FY2008.

    4. Consider the approval of an extension request for the Juvenile Justice Authority's FY2007 Parental Modeling Program.

    5. Consider the approval of a bid from Killough Construction to repair damaged asphalt and apply a two-inch overlay to a section of driveway at the County Transfer Station.

    6. Consider the approval of a request from the Public Works Department to solicit bids for tires.

    7. Consider the approval of a proposal from B.G. Consultants, Inc. to develop plans and specifications to pave Nevada Terrace from K-68 Highway to the entrance of Wal-Mart Distribution Center.

    8. Consider the approval of a contract with Taylor Design Group, P.A. for the preparation of plans and construction observation of the 2007 Chip Seal Maintenance Project.

    9. Consider the approval of an agreement between Franklin County and USD 290 to provide CTEC Criminal Justice Classes for the 2007-2008 school year.

    10. Consider the approval of a clinical site agreement between the Franklin County EMS Department and Kansas City Community College.

    11. Consider the approval of the Kansas Emergency Management 2008 Cooperative Agreement Program grant application.

    12. Consider setting a suggested date of August 15th at 6:30 p.m. to hold a Public Hearing on the Proposed 2008 County Operating Budget.
