  4. INVOCATION:  Led by Reverend Gail Davis with Grace Episcopal Church.

  5. CORRESPONDENCE & ORGANIZATIONAL BUSINESS

  6. PUBLIC COMMENT:  A citizen desiring to speak on an item not on the agenda may do so at this time.  Discussion is limited to five minutes and the Commission will not take action or discuss items at this time.  Items introduced under “Public Comment” may become agenda items at a later date.

  7. CONSENT AGENDA:  Items listed on the “Consent Agenda” are considered routine and shall be enacted by one motion of the Board of Commissioners with no separate discussion.  If separate discussion is desired by a member of the Governing Body, that item may be removed from the “Consent Agenda” and placed on the regular agenda “Items of Business.”

    1. Consider the approval of the minutes of the County Commission meeting of September 26, 2007.

    2. Consider the approval of claim vouchers and tax change orders.

    3. Consider the approval of payroll for August 21st through September 20th.

  8. ITEMS OF BUSINESS:  Items of business includes all timed items, bids, contracts and agreements, public hearings and organizational business coming before the Governing Body.

    1. Consider the approval of a proclamation establishing the month of October as Domestic Violence Awareness Month.

    2. Consider the approval of a recommendation by the Franklin County Planning Committee to reappoint Dennis Woolman, Laura Ansley, William Lister to the Planning Committee.

    3. Consider the approval of Rezoning Application #0707-776, to rezone approximately 3.00 acres from an A-1, Agricultural District, to an R-3A, Single Family Residential Three Acre District, located on the West side of Georgia Road between Rock Creek Road and Jackson Road.

    4. Consider the approval of Rezoning Application #0707-779, to rezone approximately 30.00 acres from an A-1, Agricultural District, to an A-2, Transitional Agricultural District, located on the West side of Delaware Road between Sand Creek Road and Pawnee Road.

    5. Consider the approval of a request to award the bid for various culvert pipes to Welborn Sales.

    6. Consider the approval of a request to purchase a 140H Motor Grader from Martin Tractor Company.

    7. Consider the approval of a request to authorize Cook, Flatt & Strobel, Engineers, P.A. to proceed with an in-depth inspection of Tauy Creek Bridge.

    8. Consider the approval of the Juvenile Justice Authority's Parental Modeling Program Extension Request for FY2007.

    9. Consider the approval of a Resolution providing for the appointment of revenues received from the Countywide Retailers' Sales Tax.
