  4. INVOCATION:  Led by Gail Davis with Grace Episcopal Church.

  5. CORRESPONDENCE & ORGANIZATIONAL BUSINESS

    1. Receive an update from Kristy Kelley, Community Affairs Manager, and Hugh Bogle, Area Engineer #4, with the Kansas Department of Transportation (KDOT).

  6. PUBLIC COMMENT:  A citizen desiring to speak on an item not on the agenda may do so at this time.  Discussion is limited to five minutes and the Commission will not take action or discuss items at this time.  Items introduced under “Public Comment” may become agenda items at a later date.

  7. CONSENT AGENDA:  Items listed on the “Consent Agenda” are considered routine and shall be enacted by one motion of the Board of Commissioners with no separate discussion.  If separate discussion is desired by a member of the Governing Body, that item may be removed from the “Consent Agenda” and placed on the regular agenda “Items of Business.”

    1. Consider the approval of the minutes of the County Commission meeting of October 22 and 24, 2007.

    2. Consider the approval of claim vouchers and tax change orders.

  8. ITEMS OF BUSINESS:  Items of business includes all timed items, bids, contracts and agreements, public hearings and organizational business coming before the Governing Body.

    1. Consider the approval of Final Plat Application #0709-791 for Prairie Lake Estates No. 2 Subdivision located between Old Highway 50 and Interstate 35, and Louisiana Road and Meadow Lake Road.

    2. Consider the approval of Final Plat Application #0709-796 for Walnut Creek Acres, Seventh Plat Subdivision, located on the West side of Vermont Road between Woodson Road and Thomas Road.

    3. Consider the approval of a request to set a Public Hearing for 9:00 a.m. on November 14th to consider vacating 2nd Street in Imes (a portion of Kingman Terrace between Hickory Street and Elm Street.

    4. Consider the approval of the Service and Repurchase Agreement for a 140H Motor Grader.

    5. Consider the approval of the Application for a Special Traffic Enforcement Program (STEP) Grant.

    6. Consider the approval of an MOU Equipment agreement with the Homeland Security Regional Council.

    7. Consider the approval of an engagement letter with Agler & Gaeddert, Chartered, to prepare the 2007 state and federal tax returns for the Employee Health Care Fund.

    8. Consider the approval of an Annex Office Lease Agreement between Edward Jones and Franklin County effective March 1, 2008 to expire February 28, 2013.

    9. Consider the approval of a request to donate $1,000 to the Veteran's Day Celebration Committee for the 2007 Veteran's Day Celebration.
