  6. PUBLIC COMMENT:  A citizen desiring to speak on an item not on the agenda may do so at this time.  Discussion is limited to five minutes and the Commission will not take action or discuss items at this time.  Items introduced under “Public Comment” may become agenda items at a later date.

  7. CONSENT AGENDA:  Items listed on the “Consent Agenda” are considered routine and shall be enacted by one motion of the Board of Commissioners with no separate discussion.  If separate discussion is desired by a member of the Governing Body, that item may be removed from the “Consent Agenda” and placed on the regular agenda “Items of Business.”

    1. Consider the approval of the minutes of the County Commission meeting of January 16, 2007.

    2. Consider the approval of claim vouchers and tax change orders.

  8. ITEMS OF BUSINESS:  Items of business includes all timed items, bids, contracts and agreements, public hearings and organizational business coming before the Governing Body.

    1. Consider the approval of a Proclamation declaring the week of February 3rd through 10th as "Realtor Recognition Week."

    2. Consider the approval of a request to award vehicle bids for the Franklin County Sheriff's Office.

    3. Consider receiving and discussing the Juvenile Detention 4th Quarter Report with Director Ethel Wallace.

    4. Consider receiving and discussing the Ambulance Department 2007 Year End Report and write-offs with Director Nick Robbins.

    5. Consider the approval of a contract with Ransom Memorial Hospital to provide a Medical Advisor for the Franklin County Ambulance Department.

    6. Consider the approval of a request to extend the maintenance contract with E-Series Monitors for one year of services provided to the Franklin County Ambulance Department.

    7. Consider the approval of a three year contract with Pax Air to supply medical oxygen for the Franklin County Ambulance Department.

    8. Consider the approval of the Final Plat Application #0709-794 for Ochs Estates Subdivision located on the South side of Rock Creek Road between Idaho Road and Interstate 35.

    9. Consider the approval of Rezoning Application #0711-811 to rezone approximately 24.00 acres from an A-2, Transitional Agricultural District, to an R-E, Residential Estate District, located on the East side of Nebraska Road between Labette Terrace and Labette Road.

    10. Consider the approval of a request to reject the submitted bids for a gooseneck trailer for Public Works and authorize the solicitation of bids for a gooseneck trailer.

    11. Consider the approval of a request from the Public Works Department to declare items surplus.

    12. Consider the approval of the Annex Lease Agreement, 1428 S. Main, Suite 8, between Franklin County, Kansas and Ransom Memorial Hospital to become effective March 1, 2008, to expire February 28, 2013.

    13. Consider the approval of the Annex Lease Agreement, 1428 S. Main, Suite 9, between Franklin County, Kansas and Ransom Memorial Hospital to become effective March 1, 2008 through February 28, 2013.

    14. Consider reappointing or advertising the expired term, March 3, 2008, of a non-lawyer position on the Fourth District Judicial Nominating Commission become effective March 3, 2008 and commence March 5, 2012.

    15. Consider the approval of payment request #25 for the Elizabeth Layton Center for the CDBG Grant Project.
