    1. Welcome the 4-H'ers of Franklin County.

  6. PUBLIC COMMENT:  A citizen desiring to speak on an item not on the agenda may do so at this time.  Discussion is limited to five minutes and the Commission will not take action or discuss items at this time.  Items introduced under “Public Comment” may become agenda items at a later date.

  7. CONSENT AGENDA:  Items listed on the “Consent Agenda” are considered routine and shall be enacted by one motion of the Board of Commissioners with no separate discussion.  If separate discussion is desired by a member of the Governing Body, that item may be removed from the “Consent Agenda” and placed on the regular agenda “Items of Business.”

    1. Consider the approval of the minutes of the County Commission meeting of March 19 and 24, 2008.

    2. Consider the approval of claim vouchers and tax change orders.

  8. ITEMS OF BUSINESS:  Items of business includes all timed items, bids, contracts and agreements, public hearings and organizational business coming before the Governing Body.

    1. Receive and discuss an update on mental health concerns from Ms. Diane Drake, Director of the Elizabeth Layton Center, and consider the approval of a contract between Franklin County and the Elizabeth Layton Center.

    2. 9:00 - Public Hearing to consider the vacation of the Nebraska Road right-of-way from the south right-of-way line of Sand Creek Road to the north right-of-way line of new U.S. 59 Highway.

    3. Consider the approval of a request to solicit bids for the application of a magnesium chloride solution for the Dust Control Program.

    4. Consider the approval of a request to review and award Herbicide bids.

    5. Consider the approval of Rezoning Application #0712-815 to rezone approximately 3.30 acres from an A-1, Agricultural District, to an R-3A, Single Family Residential Three Acre District, to rezone approximately 5.93 acres from an A-1, Agricultural District, to an R-E, Residential Estate District, located on the West side of Florida Road between Kingman Road and Rock Creek Road.

    6. Consider the approval of EMS write-offs for the month February in the amount of $23,635.18.

    7. Consider the approval of a request from Ottawa Family Physicians to use the Franklin County Annex parking lot on May 31, 2008 to hold a garage sale, with a portion of the profits going to "Run for Life."
