  6. PUBLIC COMMENT:  A citizen desiring to speak on an item not on the agenda may do so at this time.  Discussion is limited to five minutes and the Commission will not take action or discuss items at this time.  Items introduced under “Public Comment” may become agenda items at a later date.

  7. CONSENT AGENDA:  Items listed on the “Consent Agenda” are considered routine and shall be enacted by one motion of the Board of Commissioners with no separate discussion.  If separate discussion is desired by a member of the Governing Body, that item may be removed from the “Consent Agenda” and placed on the regular agenda “Items of Business.”

    1. Consider the approval of the minutes of the County Commission meeting of April 30, 2008.

    2. Consider the approval of claim vouchers and tax change orders.

    3. Consider the approval of payroll for the pay period beginning March 21st and ending April 20th.

  8. ITEMS OF BUSINESS:  Items of business includes all timed items, bids, contracts and agreements, public hearings and organizational business coming before the Governing Body.

    1. Consider the approval of the "close-out" documents required for the Kansas Department of Commerce to finalize the Elizabeth Layton Center CDBG Grant Project.

    2. Consider the approval of a Proclamation establishing the month of May as National Mental Health Month.

    3. Receive a presentation from Mr. Jay Logan, LCSW on the Emergency Services offered by the Elizabeth Layton Center.

    4. Consider the approval of a request to purchase a new Diebold Safe for the Treasurer's Office.

    5. Consider the approval of the Kansas Department of Corrections (KDOC) FY2009 Comprehensive Plan & Budgets for the 4th Judicial District Community Corrections.

    6. Consider the approval of a grant from U.S. Smokeless Tobacco Co. to receive a 2008 Polaris Ranger for the Franklin County Ambulance Department.

    7. Consider the approval of EMS write-offs for the month of April in the amount of $31,178.56.

    8. 9:00 - Open and consider awarding the bids for the 2008 Chip Seal Project.

    9. 9:00 - Open and consider awarding the bids for the financing of a Motor Grader.

    10. Consider the approval of an Agreement with Cook, Flatt and Strobel, Engineers, P.A. for construction inspection services for the Missouri Road Bridge Replacement Project.

    11. Consider the approval of a request to solicit bids for a Mower Tractor for the Public Works Department.

    12. Consider the approval of a request to solicit bids for the 13 Mile Project.

    13. Consider the approval of a Grant of Easement for Lot Split #0804-841.

    14. Consider the approval of a Rezoning Application #0802-825 to rezone approximately 16.04 acres from an A-2, Transitional Agricultural District, to an R-E, Residential Estate District, located at the intersection of Virginia Terrace and Cloud Terrace on the West side of Virginia Terrace and on the North side of Cloud Terrace.

    15. Consider the approval of Rezoning Application #0802-826 to rezone approximately 5.00 acres from an A-1, Agricultural District, to an R-E, Residential Estate District, located at the intersection of Haskell Road and Idaho Road on the South side of Haskell Road and on the East side of Idaho Road.

    16. Consider the approval of Rezoning Application #0803-831 to rezone approximately 8.80 acres from a C-2, Highway Commercial District, to an I-1, Light Industrial District, located on the West side of K-33 Highway, South of I-35.
