  4. INVOCATION:  Led by Reverend Gail Davis of Grace Episcopal Church.

  6. PUBLIC COMMENT:  A citizen desiring to speak on an item not on the agenda may do so at this time.  Discussion is limited to five minutes and the Commission will not take action or discuss items at this time.  Items introduced under “Public Comment” may become agenda items at a later date.

  7. CONSENT AGENDA:  Items listed on the “Consent Agenda” are considered routine and shall be enacted by one motion of the Board of Commissioners with no separate discussion.  If separate discussion is desired by a member of the Governing Body, that item may be removed from the “Consent Agenda” and placed on the regular agenda “Items of Business.”

    1. Consider the approval of the minutes of the County Commission meeting of September 3rd and 8th, 2008.

    2. Consider the approval of claim vouchers and tax change orders.

  8. ITEMS OF BUSINESS:  Items of business includes all timed items, bids, contracts and agreements, public hearings and organizational business coming before the Governing Body.

    1. Consider the approval of a Proclamation declaring September as National Emergency Preparedness month.

    2. Consider the approval of a request to waive the purchasing policy and accept an estimate from Hi Plains, Inc. to repair Bridge No. 16.6-12.1.

    3. Consider the approval of an Agreement between Franklin County and the Kansas Department of Transportation for the Vermont Road Bridge Replacement Project, #30 C-4149-01.

    4. Consider advertising to fill three, three year, terms on the Franklin County Planning Commission to begin October 1, 2008 and expire September 30, 2011.

    5. Consider scheduling a public hearing to be held November 12th to consider approving the annexation of land to the City of Ottawa.
