BOARD OF FRANKLIN COUNTY COMMISSIONERS

The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald R. Stottlemire and Donald E. Waymire present.  Commissioner Don C. Hay is representing the County at Allies Days.   

The meeting was called to order by Chairman Taylor at 8:30.

Larry Walrod in and discussed 2004 proposed budgets for Planning/Building and Environmental Health.  Larry said it is hard to cut his budgets when 75% is salaries.  Larry said that they need to get a new vehicle for Planning/Building sometime.  Board discussed Planning/Building purchasing the vehicle that Bob Thompson drives for Solid Waste and Bob then purchasing a small truck.  

Commissioner Stottlemire moved and Commissioner Ferguson seconded to approve the minutes for June 11, 2003.  All voted “yes.”

Shari Perry said she has received a request from Max King with the Antioch Cemetery for help with another entrance/exit drive.  Board phoned Ray DeJulio and discussed the Cemetery paying for the culvert and the county installing it.

Commissioner Stottlemire moved and Commissioner Waymire seconded to provide the labor to install the culvert for the drive at Antioch Cemetery and the Cemetery pay for the culvert.  All voted “yes.”

Commissioner Waymire moved and Commissioner Ferguson seconded to approve tax orders 168-169 and 171-173.  All voted “yes.”

Commissioner Stottlemire moved and Commissioner Ferguson seconded to approve a renewal designation of emergency vehicle for Douglas George.  All voted “yes.”

Mel Woods with Century United Companies, Inc. and Mark McCade in about renting copy machines to the county.  They have the State of Kansas contract and can since the end of last year add Counties, Cities and School district on to the State contract with a five year contract.  Board asked them to talk to Jason Parks.

Board returned a phone call to Mrs. Sanders of who lives at Utah Rd & Shawnee Terr.  She asked about the heavy traffic and the need for speed limit signs.  Commissioner Stottlemire said they are to open back up Shawnee Rd later this week and that should take care of the heavy traffic going by her place.

Mr. Leonard Cheasbro of 2636 Kingman Rd. in and complained about the ditches and the tube at his property.  He said he has called Public Works and they would put in a work order, but he has heard nothing more.  Board phoned Public Works and told them to call Mr. Cheasbro today about his request.

Darren Hibdon, JoEllen Arnold and Rebecca Dillard in and discussed the proposed 2004 Extension Council budget.

Board discussed 2004 budget proposals.

Chairman Taylor closed the meeting at 11:45 and Board attended the Allies Day luncheon at the Country Club.

Chairman Taylor opened the meeting at 1:25.  All present.

Barbara Conus in and discussed the proposed 2004 Health Department budget.

John Steelman and Vicki Mills in and discussed a list of furnishing and equipment needs for the District Court Building.  Board agreed to go ahead and start the bidding process for the furnishing and equipment.

With no further discussion the meeting was adjourned at 2:00.
