BOARD OF FRANKLIN COUNTY COMMISSIONERS
The Board of Commissioners met in a regular session with Chairman John E.
Taylor and Commissioners Fred E. Ferguson, Donald C. Hay, Donald R. Stottlemire
and Donald E. Waymire present.
The meeting was called to order by Chairman Taylor at 8:30.
Danny Drungilas with Crown Chevrolet in Lawrence in and offered Franklin
County employees a 20% discount on parts and labor for the month of July
& August. He asked if something could be sent out to employees
in their pay checks. Commissioner Waymire suggested getting a mailing
list and mailing something out to employees. Mr. Drungilas said they
are also offering this to Douglas County and Jefferson County employees and
to city employees in those counties.
Commissioner Hay moved and Commissioner Ferguson seconded to sponsor Shari
Perry, County Clerk into the 2003\04 Franklin County Leadership Class at
a cost of $225. All voted “yes.”
Shari Perry read a letter of resignation from Harold A. (Andy) Fields as
the Appanoose Township Treasurer effective August 15, 2003.
Commissioner Stottlemire moved and Commissioner Waymire seconded to appoint
Harold Radcliffe effective August 15, 2003 as the Appanoose Township Treasurer.
All voted “yes.”
Commissioner Waymire moved and Commissioner Hay seconded to approve payroll
change 03-334 for Brandon Jones with the County Attorney’s Office.
All voted “yes.”
Ray DeJulio discussed County road Improvement District Program Policy.
Commissioner Hay moved and Commissioner Waymire seconded to approve the County
Road Improvement District Program Policy dated July 17, 2003 as a part of
the Public Works Policies. All voted “yes.”
Dennis Woolman suggested that an impact fee be done on new improvements in
the County Road Improvement District. Ray DeJulio said the impact fee
should be for a limited number of years.
Ray DeJulio discussed sending Jeff Welton to training in Lawrence for supervisors
at a cost of $99.
Commissioner Stottlemire moved and Commissioner Hay seconded to approve Jeff
Welton attending the supervisors training in Lawrence. All voted “yes.”
Ray DeJulio discussed sending Curtis Collins to a hydraulic training for
3 days at a cost of $985. Board agreed that if they did approve there
would have to be an agreement with the employee for a pay back if he left
employment with the County. Board agreed not to send Curtis at this
time.
Ray DeJulio discussed the 26 mile CHIP Plan and presented the Board with
an estimated time table.
Ray DeJulio discussed the Acorn Bridge and getting proposals and study for
engineering.
Commissioner Waymire moved and Commissioner Hay seconded to approve payroll
change 03-335 for Robert Sawin with the Public Works Department. All
voted “yes.”
Open tire bids at 10:00. Six were received.

Board asked Ray DeJulio to review bids and come back with a recommendation.
Board worked with Rodney Burns on the 2004 County budget.
Chairman Taylor closed for lunch at 12:00.
Chairman Taylor opened the meeting at 1:00. All present.
Commissioner Stottlemire moved and Commissioner Waymire seconded to approve
the 2004 County budget for publication and set budget hearing for August
18, 2003 at 7:00 p.m. at the Franklin County Annex. All voted “yes.”
Board discussed with department heads hail damage to County vehicles.
Commissioner Hay moved and Commissioner Ferguson seconded to approve the
minutes for July 16, 2003. All voted “yes.”
With no further discussion the meeting was adjourned at 2:20.
