BOARD OF FRANKLIN COUNTY COMMISSIONERS
The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald C. Hay, Donald R. Stottlemire and Donald E. Waymire present.
The meeting was called to order by Chairman Taylor at 8:30.
Larry Walrod discussed Corder-Stipp Subdivision. Larry said that part of the property fronts onto Bennett Road, which is a private road that has been open to serve the public.
Commissioner Hay moved and Commissioner Ferguson seconded to accept the public utilities easements for Corder-Stipp Subdivision Plat. All voted “yes.”
Larry Walrod discussed Maier Farm Subdivision. Larry said that the property is located at Rock Creek Terr and Oregon Rd and is to create two lots.
Commissioner Stottlemire moved and Commissioner Hay seconded to accept all easements and rights of ways for Maier Farm Subdivision Plat. All voted “yes.”
Larry Walrod discussed Circle J Estate Subdivision located at the Southwest corner of the intersection of Woodson Rd. and US 59. Lots 1 & 2 have access on Woodson Rd and Lot 3 already has access to US 59 and Lot 4 has been given access to US 59 from KDOT.
Commissioner Waymire moved and Commissioner Ferguson seconded to accept all easements and rights of ways for Circle J Estates Subdivision. All voted “yes.”
Commissioner Waymire moved and Commissioner Hay seconded to approve payroll changes 03-333 for Kimberly Peters and 03-327 for Bret Lawson both with the IT Department. All voted “yes.”
Commissioner Stottlemire moved and Commissioner Ferguson seconded to approve the minutes for July 23, 2003. Chairman Taylor and Commissioner Ferguson, Hay and Stottlemire voted “yes.” Commissioner Waymire abstained.
Hershel Poor discussed Shawnee Rd & Vermont Terr needing some work done on it and traffic on Stafford and Thomas. Board said they would talk to Ray DeJulio about his concerns.
Craig Davis in about 2000 Ford Crown Vic that the insurance company has totaled. Craig recommended keeping the vehicle.
Commissioner Hay moved and Commissioner Ferguson seconded to accept the Sheriff’s recommendation and keep the 2000 Ford Crown Vic that the insurance company totaled from the hail. All voted “yes.”
Commissioner Waymire moved and Commissioner Ferguson seconded to go into an executive session for 10 minutes at 9:10 for attorney client privileges with Board, John Dowell and Shari Perry present. All voted “yes.” Chairman Taylor opened the meeting at 9:20 and reported no action taken, no decisions made.
Ray DeJulio discussed placing stop signs for northbound and southbound traffic on Iowa Rd where it intersects with Jackson Rd.
Commissioner Hay moved and Commissioner Ferguson seconded to approve Resolution No. 03-85 directing that stop signs for northbound and southbound traffic on Iowa Road be installed at the intersection of Jackson Road and Iowa Road. All voted “yes.”
Darrell Wadkins discussed a sound system for the Commission Chambers, he said the estimate he received was $7,200. No action was taken.
Darrell Wadkins discussed purchasing a 2000 Chevy 4x4 with a little hail damage for $10,500, a new hood for $713 and a bed liner for $475 and the truck comes with an extended warranty until 2005 or 100,000 miles.
Commissioner Stottlemire moved and Commissioner Waymire seconded to purchase a 2000 Chevy 4x4 with 45,000 miles and a little hail damage with an extended warranty until 2005 or 100,000 miles for $10,500 from Bob’s Auto and replace hood for $713, spray in bed liner for $475. Chairman Taylor and Commissioners Ferguson, Stottlemire and Waymire voted “yes.” Commissioner Hay abstained.
Bob Thompson discussed trash pick up in the City of Ottawa. Chairman Taylor asked him to talk to Wyndee Lee with the City of Ottawa.
Commissioner Waymire moved and Commissioner Stottlemire seconded to go into an executive session for 5 minutes at 9:55 for personnel of non-elected with Board and Bob Thompson present. All voted “yes.” Chairman Taylor opened the meeting at 10:00 and reported no action taken, no decisions made.
Board, Shari Perry & Ray DeJulio left at 10:10 to view bridges.
Viewed bridge on Shawnee Rd. and Colorado Rd. Ray said that bridge on Shawnee, which is narrow, could be eliminated when Colorado Rd. is realigned.
Viewed Stafford Rd. East of Delaware Rd. Ray said they are going to work on filling and cutting down the road to help with the large rocks.
Viewed bridge on Indiana Terr. (which is minimum maintenance) North of Stafford Rd. Board discussed closing the road and putting up a gate, so the road can still be used for maintenance of the Centropolis Sewer District.
Viewed bridge on Thomas Rd. West of Iowa Rd. Bridge is narrow and functionally obsolete.
Viewed structure on Eisenhower Rd. between Thomas Rd. and Stafford Terr. Structure is narrow.
Viewed structure on Nebraska Terr. South of Stafford Rd. Structure is narrow and plank. Ray said they are planning on replacing the structure and building up the road so it will not flood.
Viewed bridge at I-35 and Nevada Rd. Bridge is an iron structure that functionally obsolete and very narrow, it has heavy pitting and rusting of truss.
Arrived back at Courthouse and with the no further discussion the meeting was adjourned at 12:20.
