BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald R. Stottlemire and Donald E. Waymire present.  

 

The meeting was called to order by Chairman Taylor at 8:30.

 

John Steelman, Vicki Mills and Judge Sachse discussed a proposal to remove a wall, move vault, and install new counter in District Court Office.  Board discussed the County debt limit, remodeling the Courthouse for District Court as they did in Miami County.  Board asked Darrell Wadkins to get some quotes on costs for remodeling.  Blaine Finch asked about security issues.

 

Commissioner Stottlemire moved and Commissioner Ferguson seconded to approve a designation of emergency vehicle permit for Craig or Tammy Davis.  All voted “yes.”

 

Blaine Finch discussed Jackson Dr. vs. Jackson Rd. he recommended republishing and holding a public hearing with the new legal description of the portion to be vacated.  Blaine also discussed memo regarding Commission meetings and agenda.

 

Sue McCay discussed August 2003 Register of Deeds report.  The total collected for August was $74,783.42.

 

Keith Clark discussed hiring a new addiction counselor to start September 22.  Keith said this new employee will be at training the first week of employment for Senate Bill 123.

 

Commissioner Waymire moved and Commissioner Ferguson seconded to approve payroll change 03-362 for Robert Shipley for Community Corrections.  All voted “yes.”

 

Commissioner Waymire moved and Commissioner Stottlemire seconded to approve the minutes for September 8, 2003.  All voted “yes.”

 

Board discussed agenda for monthly department head luncheon.

 

Darrell Wadkins discussed carpet for Annex Meeting Room, North side hallways.

 

Commissioner Stottlemire moved and Commissioner Waymire seconded to publish a solicitation of bids for carpeting of the Annex.  All voted “yes.”

 

Darrell Wadkins discussed the new sign at the Annex.  Darrell recommended accepting the bid from Schurle Signs since Fulbright can not meet the requirements for the building permit.

 

Commissioner Waymire moved and Commissioner Ferguson seconded to accept the bid quote from Schurle signs, Inc in the amount of $10,450 for a sign in the Annex Parking Lot.  All voted “yes.”

 

Darrell Wadkins discussed removing two trees on the Courthouse Square.  Darrell said that he had received a phone call from Bob Marsh about only cutting the trees down to 12 feet and having someone make the remaining part of the tree into a sculpture.  Board asked what the sculpture was going to be and how long it would stay on the lawn.  Darrell said he would have to get back with the Board after he receives more information.

 

Darrell Wadkins discussed the handling of the hazardous waste at the Health Department.

 

Commissioner Stottlemire moved and Commissioner Waymire seconded to go into an executive session for 13 minutes at 10:22 and open at 10:35 for personnel of non-elected with Board, Darrell Wadkins, Shari Perry and Blaine Finch present.  All voted “yes.”  Chairman Taylor opened the meeting at 10:35 and reported no action taken, no decisions made.

 

Ray DeJulio discussed soliciting bids for 4 dump trucks.  Board agreed more discussion was needed.

 

Commissioner Waymire moved and Commissioner Ferguson seconded to accept a Grant of Easement between Richard A. and G.L. Sharp and Franklin County and a Grant of Temporary Easement between Richard A. & G.L. Sharp and Franklin County, both located in Section 34, Township 17, Range 20.  All voted “yes.”

 

Board, Shari Perry, Ray DeJulio, Brett Messinger and Shane Gibbs left Courthouse at 10:40 and viewed bridge over railroad on West Wilson.  Bridge is safe at 5 tons and with no truck traffic.  Also discussed bridge on Osborne Terr. just West of the West Wilson Bridge.  Ray said bridge is narrow and is listed on the Historical Register.

 

Arrived at Transfer Station at 11:15 and watched a demonstration of a cleaning machine for the Transfer Station floor.  Demonstration was made by Key Equipment & Supply.  The cost of the new model they demonstrated is between $90,000 and $100,000 and rebuilt model is $35,000 to $50,000.

 

Back at Courthouse at 11:55 and moved meeting to basement of Jail for monthly department head luncheon.  Attending the luncheon was: Don Stottlemire, Ed Taylor, Fred Ferguson, Don Waymire, Ted McCurdy, Ethel Wallace, Vicki Eckard, Donna Shead, John Dowell, Craig Davis, Shari Perry, Darrell Wadkins, Steve Brown, Ray DeJulio, Bob Thompson, Jody Edwards, Sue McCay, Blaine Finch, Larry Walrod, Jason Parks, Andy Gassaway and Brett Messinger.

 

Board back in chambers at 1:25.

 

Ted McCurdy discussed Ambulance Department report for August.  He said they had 209 calls and write-offs in the amount of $24,989.12.

 

Commissioner Ferguson moved and Commissioner Waymire seconded to accept the write-offs for the month of August for the Ambulance Department in the amount of $24,989.12.  All voted “yes.”

 

Clint Stewart with Taylor Design Group discussed two contracts for services.  One for the Acorn Bridge at the intersection of John Brown Rd. and Iowa Rd and the other for the 26 mile gravel road upgrade project.  Blaine Finch asked Chairman Taylor if he had any interests in Taylor Design Group.  Chairman Taylor said he sold the business in 1997.

 

Commissioner Stottlemire moved and Commissioner Waymire seconded to sign two contracts with Taylor Design Group to perform surveying and engineering services for the Acorn Bridge Project and the 26 mile gravel road upgrade project.  All voted “yes.”

 

Bill Gray with the Ottawa Herald discussed the Franklin County Newcomers Guide that will be published in November.  Board asked if the County would like to participate as they did last year and at the same cost as last year of $150.  Board agreed.

 

Ethel Wallace discussed a bill that she has sent to Coffey County for the housing of a juvenile for one night.  Coffey County Attorney has refused to pay the bill for $130 and told Ethel to send the bill to The Farm.  Ethel said that Coffey County requested Franklin County hold the juvenile, so they are responsible for the bill.  Board asked her to contact the Coffey County Attorney, and if necessary to have the County Counselor send a letter requesting payment and the Board could also contact the County Commissioners in Coffey County.
