BOARD OF FRANKLIN COUNTY COMMISSIONERS
The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Donald C. Hay, Donald R. Stottlemire and Donald E. Waymire present.
The meeting was called to order by Chairman Taylor at 8:30.
Ray DeJulio discussed a second publication notice to vacate a portion of Jackson Dr.
Commissioner Waymire moved and Commissioner Hay seconded to publish and hold a public hearing on October 6, at 10:30 a.m. to consider vacating a portion of Jackson Dr. east of the intersection of Jackson Dr. and Nebraska Rd. beginning 1,420 feet east of the intersection to the river. All voted “yes.”
Ray DeJulio discussed a publication notice to purchase 4 dump trucks. Ray said two trucks are 18 years old, 1 is 16 years old and 1 is 9 years old. The mileage on three of the trucks is over 470,000 and repair bills average $16,000 per year.
Commissioner Hay asked if we could wait until next year. Ray said that since we are spending too much money on repairs. Commissioner Hay asked if we had to buy 4 now. Chairman Taylor said we don’t have to purchase 4, we can wait and see what the bids are.
Commissioner Stottlemire moved and Commissioner Waymire seconded to publish a solicitation of bids for the purchase of 4 dump trucks. All voted “yes.”
Ray DeJulio reported on Rock Creek Rd. project.
Chairman Taylor asked about reimbursement to Kevin Spencer for fencing and why it was not bid. Ray DeJulio said he didn’t have time to bid, because there are cattle on the property. Ray said the cost was a little more because more fence posts were needed.
Ray DeJulio said that the fence on the Spencer property needed to be built and he could not see building a temporary fence, so fence could be bid.
Commissioner Hay asked about Mrs. Wilson and the need for rock on her road. Commissioner Stottlemire said he drove the road and didn’t feel it needed rock at this time. Ray DeJulio said he would leave it up to the blade man, if the road needs rock.
Blaine Finch said that on Rock Creek Rd. a person is placing large rocks on the counties right of way. Board asked Blaine and Ray to look into the situation.
Board reviewed August reports for Solid Waste and Health Department. Board discussed events and trainings for Health Department and overtime reimbursement for Mary Ann Parkin.
Board discussed Dotty Riley’s meeting with Kansas Association of Counties on the proposed amendment to allow counties to have the same 30% debt limit as cities and Johnson and Wyandotte Counties.
Commissioner Hay moved and Commissioner Waymire seconded to approve payroll change 03-364 for Lloyd Boles with Solid Waste. All voted “yes.”
Commissioner Stottlemire moved and Commissioner Waymire seconded to approve tax orders 225-227. All voted “yes.”
Brad Howard discussed county address or city address. Brad feels that what every is done it needs to be less confusion. Brad said law enforcement don’t even know if it is city or county, because city address is given to property located in the county, dispatch doesn’t know if they should send city police or sheriff department or city fire or township fire. Brad said he felt that if the property is located out side of the city limits it should have a county address not a city address until property is annexed into the city.
Chris Kornhaus phoned about closing Eisenhower Rd. between Kingman Rd and Rock Creek Rd. for a cross country meet on Saturday, September 27 between 8:30 and 1:00. Board agreed.
Steve Foutch discussed county offices and how they would fit into the Old Middle School. Discussed moving the Register of Deeds, Treasurer, Clerk, Community Corrections, Public Works, Extension, Appraiser and Information Technologies. Steve said they are looking at around $12.00 per square foot.
Commissioner Hay moved and Commissioner Waymire seconded to approve the minutes for September 15, 2003. All voted “yes.”
Blaine Finch discussed a phone call he received from Mr. Roberts about leasing property on Cedar St. No decision was made.
Chairman Taylor moved the meeting at 11:45 to the basement of the Jail for the monthly joint luncheon with the City of Ottawa and USD 290. Attending the luncheon was Don Hay, Rocky Fleer, Marg Stevens, Jeanette Lowry, Jan Collins, Gene Ramsey, Blaine Finch, Vicki Jahn, Doug Loyd, Scott Bird, Wyndee Lee, Weldon Padgett, Charles Gillette, Deb Henningsen, Shari Perry, Don Stottlemire, Ed Taylor, Don Waymire, Andy Gasaway, Steve Foutch, Bob Marsh, Mattie Perry, Marilyn & Ray Talbott and Candy Wasser.
With no further discussion the meeting was adjourned at 12:45.
