BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald C. Hay, Donald R. Stottlemire and Donald E. Waymire present.  

 

The meeting was called to order by Chairman Taylor at 8:30.

 

Board discussed with Larry Walrod waving the building permit fee for Robert Hooton.  Commissioner Stottlemire asked if the county was going to recover the cost of the clean-up.  Larry Walrod said that the newer mobile home was already there and Larry said he would like to have an agreement that the old mobile home be removed within 30 days.

 

Commissioner Hay moved and Commissioner Waymire seconded to waive the building permit fee for Robert Hooton and the older mobile home must be removed within 30 days.  All voted “yes.” 

 

Board asked Blaine Finch to look into filing a lien on Mr. Hooton’s property for the clean up that the county has done.

 

Commissioner Hay moved and Commissioner Stottlemire seconded to approve the minutes for September 24, 2003.  All voted “yes.”

 

Board discussed railroad crossing on Sand Creek Rd.  Board phones Ray DeJulio and asked him to see what the cost would be to county.

 

Commissioner Stottlemire moved and Commissioner Hay seconded to approve tax orders 228 through 232.  All voted “yes.”

 

Board agreed with County Attorney request to attend Kansas County and District Attorney’s Association meeting in Overland Park.

 

Board discussed with Don McMican the direction of the hail damage to the Courthouse rood.  Don McMican said he trying to get an estimate on the repairs to the clock and bell towers and to see if there is hail damage to the towers.  Darrell Wadkins said we need to get the shingles on the Courthouse.  Board agreed to do only items listed on the contract with Vincent Roofing at this time and no other improvements.  Chairman Taylor asked for an estimate of cost from Don McMican for his services and said that the insurance company would not cover his charges and that the insurance company could be involved with Vincent on the drip.  Commissioner Waymire said Don McMican should make sure the job is done properly.  Chairman Taylor said he would like an agreement with Don McMican on his charges for services.  Don McMican said it would be a maximum of 16 hours for inspections and 2 hours for phone calls at $70 per hour.  Chairman Taylor said he would like Don McMican to do the inspections during the repairs.  Board agreed to only do the hail damage repairs to the Courthouse at this time.  Clint with Vincent Roofing estimated $26,000 to redo the ridge on the roof.  Board agreed to just do repair and paint ridge and not replace at this time.  Don McMican said he would get a proposal for his cost of services.

 

Board, Ray DeJulio, Dale Watts and Shari Perry left at 10:10 to view bridges.  Drove Rock Creek Rd. from US 59 Highway to Rantoul went South on Vermont Rd. to John Brown Dr. then East to first bridge.  Ray DeJulio said bridge was narrow and estimated cost to replace with an aluminum box is $15,000 and to also extend it would be from $20,000 to $30,000.  Drove back to Vermont Rd and went South to Douglas Rd. then West to Utah Terr. then South to Cloud Terr. on a minimum road to where the bridge is out.  Drove back to Cloud Rd. then West on Texas Rd. and South to bridge.  This bridge has recently had some work done on it but is not yet completed.  Drove back to Cloud Rd. then West to US 59 Highway.  Drove North on US 59 Highway back to the Courthouse.  Arrived back at Courthouse at 11:50.

 

Chairman Taylor closed for lunch at 11:50.

 

Chairman Taylor opened the meeting at 1:05.  All present.

 

Board discussed revised subdivision regulations with Larry Walrod.

 

Ray DeJulio discussed the application for the 26 mile chip seal plan and said that one more road needed to be added to the application for the $6 million dollars.  Ray recommended four locations: Montana/Shawnee Rd. from Sand Creek Rd. to Ohio Rd. with a average traffic count of 209 and connecting two hard surface roads or Idaho Rd. from Anderson County line to John Brown Rd. with an average traffic count of 147 which would not connect to hard surface roads and both ends or Louisiana Rd./Riley Rd./Kentucky Terr./Kentucky Rd. from Sand Creek Rd. to Stafford Rd. with an average traffic count of 235 and connecting two hard surface roads or Rock Creek Rd. from Idaho Rd. to Colorado Rd. with an average traffic count of 95 which would not connect to hard surface roads.

 

Commissioner Hay moved to add Idaho Rd. from the Anderson County line to John Brown to the application.  Died for lack of second.

 

Commissioner Stottlemire moved and Commissioner Ferguson seconded to add Cloud/Douglas Roads from US 59 Highway to Virginia Rd. with an average traffic count of 159 which connects to hard surface roads to the application and remove Nevada Terr. from Marshall Rd. to 3200 block of Nevada Terr.  Chairman Taylor and Commissioner Ferguson, Stottlemire and Waymire voted “yes.”  Commissioner Hay voted “no.”

 

With no further discussion the meeting was adjourned at 2:30.
