BOARD OF FRANKLIN COUNTY COMMISSIONERS

The Board of Commissioners met in a regular session with Vice Chairman Fred E. Ferguson and Commissioners Donald C. Hay and Donald E. Waymire present.  

The meeting was called to order by Vice Chairman Ferguson at 8:33.

Commissioner Hay moved and Commissioner Waymire seconded to approve tax order 233 & 234.  All voted “yes.”

Commissioner Hay moved and Commissioner Waymire seconded to allow the Clerk to change the payroll cut off dates in November through the 16^th and in December through December 17 with time sheets due to the Clerk by noon the next day this change is needed because of holidays.  All voted “yes.”

Shari Perry asked about issuing longevity checks on December 5.  Board agreed.

Commissioner Hay moved and Commissioner Waymire seconded to approve the minutes for September 29, 2003.  All voted “yes.”

Open bids at 10:00 for the financing on lease purchase agreement a motor grader.  Six bids were received.

Kansas State Bank, Ottawa – 3.34% - $100 fees – Annual Payment $16,116.25 – Total Cost $80,581.33

Patriot’s Bank, Garnett – 3.5% - County furnish agreement – Annual Payment $16,130.58 – Total Cost $80,652.90

Commerce Bank, Manhattan – 3.99% - No fee – Annual Payment $16,390.71 – Total Cost $81,953.55

Bank of Blue Valley, OP – 4.23% - $50 fees – Annual Payment $16,501.21 – Total Cost $82,557.05

First National, Hutchinson – 4.0% - No fee – Annual Payment $16,395.31 – Total Cost $81,976.55

Leasing 2, Tampa Florida – 4.18% - Annual Payment $16,477.99 No other information available

Commissioner Hay moved and Commissioner Waymire seconded to accept the bid from Kansas State Bank, Ottawa at 3.34%.  All voted “yes.”

With no further discussion the meeting was adjourned at 10:16.
