BOARD OF FRANKLIN COUNTY COMMISSIONERS
The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald C. Hay, Donald R. Stottlemire and Donald E. Waymire present.
The meeting was called to order by Chairman Taylor at 8:30.
Commissioner Hay moved and Commissioner Ferguson seconded to sign the Kansas Department of Transportation Highway Traffic Safety Project Contract. All voted “yes.”
Sheriff Davis presented the cost analysis for the School Resource Officer at Central Heights.
Commissioner Waymire moved and Commissioner Hay seconded to approve payroll changes 03-368 Darin P. Gates-new hire for Information Technologies and 03-369 Matthew E. Funk-job re evaluation. All voted “yes.”
Commissioner Hay moved and Commissioner Waymire seconded to approve payroll change 03-367 Deann L. Farrell-new hire for Planning & Building. All voted “yes.”
Bob Thompson was in to discuss appliance disposal fees for the Transfer Station. He will be back with a formal proposal later. He also reported for the months of August and September the Transfer Station cleared $119,255.
Gene Rieder was in to further discuss his dust control. He stated he would like the magnesium chloride reapplied to his road in the area that had been torn up. Ray DeJulio said that it would be done.
Commissioner Hay moved and Commissioner Waymire seconded to approve the October 6, 2003 minutes. Commissioners Taylor, Ferguson, Waymire and Hay voted “yes.” Commissioner Stottlemire abstained.
Commissioner Waymire moved and Commissioner Ferguson seconded to go into executive session with the County Counselor for 15 minutes at 9:45 regarding personnel of non-elect. All voted “yes.” Reopened at 10:00 reporting no action taken no decision made.
At 10:00 a.m. opened bids for dump trucks. Twenty (20) were received from nine vendors.

Ray will review the bids and check specifications to return on Monday with recommendations.
Commissioner Hay moved and Commissioner Ferguson seconded to allow Brad Combstock and Jeff Welton to attend a snow and ice removal workshop at KU for $30.00 per student. All voted “yes.”
Ray also discussed the invoicing for the 34 mile plan.
Commissioner Hay moved and Commissioner Stottlemire seconded to keep the same health insurance and benefit plan that we currently have with the County to absorb the approximate 4% increase in cost. All voted “yes.”
The meeting was moved to the Jail basement at 11:45 for the Department Head luncheon. Those attending were the Board, Blaine Finch, Ted McCurdy, Craig Davis, Ethel Wallace, Darrell Wadkins, Larry Walrod, Ray DeJulio, Bob Thompson, Donna Shead, Steve Brown, Malea Lutz, Julie Roehl, Sue McCay, Jason Parks, Andy Gassaway and Marilyn Hay.
Returned to chambers at 12:55 with Vice Chairman Ferguson, Commissioners Stottlemire and Waymire present.
Commissioner Stottlemire moved and Commissioner Waymire seconded to prepare certificates and plaques for employees who have been with the county 5,10,15,20 or 25 years. All voted “yes.”
Chairman Taylor arrived at 1:05.
With no further discussion the meeting was adjourned at 1:15.
