BOARD OF FRANKLIN COUNTY COMMISSIONERS
The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald C. Hay, Donald R. Stottlemire and Donald E. Waymire present.
The meeting was called to order by Chairman Taylor at 8:30.
Bob Thompson requested to enclose two stalls of the Transfer Station shed, approximately 36x30. Chairman Taylor asked about enclosing three stalls instead of two. Bob said they could do that and it would be fine. Bob wants to get concrete bids and they will do the framing themselves and have someone install doors.
Commissioner Hay moved and Commissioner Ferguson seconded to get bids for concrete for three stalls at the Transfer Station shed. All voted “yes.”
Bob Thompson said that the Ottawa Fire Department wants a lock box installed at the Public Works Shop at a cost of $233, so if they need keys for the buildings in case of a fire they will have them without having to call someone. Board agreed.
Bob Thompson discussed trash dumping on county roads and ditches. Board asked Blaine Finch to send a bill to the owner of the trash and get reimbursement for the clean up.
Ray DeJulio discussed vacating four bridges, two on Clark Rd. between Iowa Rd. and Idaho Rd., Jackson Dr. between Nevada Rd. and Nebraska Rd. and Nebraska Dr. north of Sand Creek Rd. Board agreed.
Ray DeJulio discussed four bridges currently scheduled for repair/replacement, Cloud Rd. between Nebraska Rd. and Montana Rd., John Brown Rd. the Acorn Bridge, Idaho Rd. between Finney Rd. and Ellis Rd. and Haskell Terr. between Ohio Rd. and Oregon Rd.
Ray DeJulio discussed adding four bridges to five year bridge plan. Vermont Rd. between Labette Rd. and Kingman Rd., Thomas Rd. west of Iowa Rd, Pawnee Rd. just west of US 59 Highway and Stafford Rd. approximately one mile east of US 59 Highway. Chairman Taylor said that he thought the Thomas Rd. structure would be a good candidate for an aluminum box.
Commissioner Waymire moved and Commissioner Hay seconded to approve Resolution No. 03-111 vacating a portion of Clark Road described as Clark Road between 1500 Idaho Road and 1900 Iowa Road, in Sections 1 and 12, Township 19 South, Range 18 East and Section 6 and 7, Township 19 South, Range 19 East, said road currently a minimum maintenance road. All voted “yes.”
Ray DeJulio discussed a KDOT detour for KDOT to use Vermont Rd. north of 1st Street in Wellsville while KDOT does work on K-33 bridge north of Wellsville.
Commissioner Hay moved and Commissioner Waymire seconded to grant approval for KDOT detour. All voted “yes.”
Ray DeJulio discussed a notice of publication to hold a public hearing to vacate a portion of Allen Rd. between Virginia Rd and Vermont Rd.
Commissioner Hay moved and Commissioner Stottlemire seconded to publish and hold a public hearing on November 10, relating to a proposal to vacate a portion of Allen Rd. beginning at the intersection of 4650 Allen Road and Vermont Terrace, Section 16, Township 19 South, Range 21 East, thence west along Allen Road to 4500 Allen Road at the intersection of Allen Road and Vermont Road. All voted “yes.”
Ray DeJulio discussed a change order for trucks to change the transmission from a 5 speed to a 6 speed at a cost of $488 per truck. Board asked Ray to negotiate and try to split the difference with Doonan.
Commissioner Waymire moved and Commissioner Ferguson seconded to approve payroll changes 03-377 for James Armstrong with Juvenile Detention and 03-379 for Jeff Curry with the Sheriff’s Department. All voted “yes.”
Diane Drake and Kevin Shaw with the Franklin County Mental Health Clinic, Justin, a consumer of Franklin County Mental Health and Dianne Asher from Kansas University discussed integrated dual diagnosis treatment program at the Franklin County Mental Health Clinic and a review of the program and where they are going with the treatment program.
Darrell Wadkins discussed heat/AC units at the Annex, 3 units need repairs/replacement. One unit is covered under warranty and the other two need heat exchangers replaced or new units. The two units that need new heat exchangers are approximately 15 years old. The cost to replace heat exchangers in two units is $2,770 and to replace the two units with new 6 1/3 ton units is $7,180. Darrell said he would recommend replacing the two units with new units.
Commissioner Stottlemire moved and Commissioner Waymire seconded to fix the one heat/AC unit that is under warranty, costing the County only labor costs and replace the other two units at a cost of $7,180. All voted “yes.”
Commissioner Waymire moved and Commissioner Stottlemire seconded to go into an executive session for 10 minutes at 10:30 until 10:40 for personnel of non-elected with Board and Blaine Finch present. All voted “yes.” Chairman Taylor opened the meeting at 10:40 and reported no action taken, no decisions made.
Blaine Finch discussed the vacant position for Tourism Director and asked the Board if that person could be paid on county payroll so they could offer KPERS and Health Insurance. Board didn’t see a problem.
Board, Ray DeJulio, Shari Perry, Jeanne Sharp and Dale Watts left at 10:50 to view the 34 miles of road to be improved to hard surface with Revolving Funds from the State and payments to the State to be made out of the CHIP Program with no levy increase for the payments.
From Centropolis south on Indiana Rd one mile to Shawnee Rd., west on Shawnee Rd. 1 ½ miles to Idaho Rd., eight miles on Idaho Rd. to Labette Rd. west on Labette Rd. three miles to Kingman Terr. then 1 mile to Colorado Rd.
From Old 50 Highway east on John Brown Rd. 3 1/3 miles to Idaho Rd., north on Idaho Rd. to Homewood, then back to John Brown Rd. then east 3 miles to Kentucky Rd.
From US 59 Highway east on Cloud Rd. 7 ½ miles to Utah Terr., then Utah Terr to Douglas Rd and Douglas Rd to Virginia Rd.
From Vermont Rd. east on Jackson Rd. to Miami County line.
Board back in chambers at 1:15.
Commissioner Hay moved and Commissioner Waymire seconded to approve the minutes for October 20, 2003. All voted “yes.”
With no further discussion the meeting was adjourned at 1:25.
