BOARD OF FRANKLIN COUNTY COMMISSIONERS

The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald C. Hay, Donald R. Stottlemire and Donald E. Waymire present.  

The meeting was called to order by Chairman Taylor at 8:30.

Larry Walrod discussed final plat for McClain’s Estates.  Subdivision is to subdivide approximately 78 acres into 5 acre lots.  Property is located at the intersection of John Brown Rd. and Virginia Terr. on the North side of John Brown Rd.

Commissioner Stottlemire moved and Commissioner Waymire seconded to accept all easements and rights of way on final plat for McClain’s Estates.  All voted “yes.”

Larry Walrod discussed final plat for Prairie Meadows #3.  Subdivision is to create 4 residential lots of 5 acres in size and the remaining 97 acres as agricultural.  Property is located on South side of Ellis Rd, West of Nebraska Rd.

Commissioner Hay moved and Commissioner Ferguson seconded to accept all easements and rights of way on final plat for Prairie Meadows #3.  All voted “yes.”

Larry Walrod discussed final plat for Prairie Meadows #2, which is a replat of Lots 5 and 6 of the original plat of Prairie Meadows.  Property is located on South side of Ellis Road, between Hwy. 59 and Nebraska Rd.

Commissioner Waymire moved and Commissioner Hay seconded to accept all easements on final plat for Prairie Meadows #2.  All voted “yes.”

Commissioner Hay moved and Commissioner Waymire seconded to approve the minutes for October 29, 2003.  All voted “yes.”

Ken Davidson of 2507 Sand Creek Rd. said he owns some property in Sunnyside Addition and the County owns some lots that they received through the last tax sale.  Mr. Davidson is interested in purchasing the lots.  Chairman Taylor said that the county can not sell them for at least 6 months after we acquire them and that we will have an auction or sealed bids to sell the properties.  Chairman Taylor said that it will have to be advertised in the paper. 

Todd Burroughs in and presented a plaque from the Chamber of Commerce as a member of the Chamber and thank the Board for their support.

Commissioner Hay moved and Commissioner Waymire seconded to go into an executive session for 15 minutes at 9:40 until 9:55 for personnel of non-elected with Board, Kristie Stinebaugh, Larry Walrod and Blaine Finch present.  All voted “yes.”  Chairman Taylor opened the meeting at 9:55 and reported no action taken, no decisions made.

Blaine Finch discussed an agreement with Convention and Tourism for a one on one reimbursement for the Tourism Director.  This would mean that the County would pay the Tourism Director and that person would then be able to have benefits that the County offers.  The County would be reimbursed 100%.  Board agreed to proceed.

Ray DeJulio discussed easements from Leo & N. Blackstone for building a bridge at approximately 3600 Haskell Terrace.

Commissioner Hay moved and Commissioner Ferguson seconded to accept a grant of permanent easement and a grant of temporary easement from Leo T. & N. Blackstone for property located in Section 34, Township 17, Range 20.  All voted “yes.”

Chairman Taylor asked about mowing and brush crew.  Ray said they are going to discuss within the next week.

Chairman Taylor asked about reimbursement for mileage for mower operators.  Ray said that it has always been the policy.

Ray DeJulio requested that Doug Farrell and Curt Collins be allowed to take a series of training exercises through Brockwell Hydraulics Seminar Training Program at $75 per individual.

Commissioner Hay moved and Commissioner Waymire seconded to allow Doug Farrell and Curt Collins to take training through Brockwell Hydraulics at $75 per person.  All voted “yes.”

Commissioner Stottlemire moved and Commissioner Hay seconded to publish a solicitation of bids for concrete work at the Transfer Station.  All voted “yes.”

Clint Burkdoll was on the agenda for 11:30 to discuss a lot split and did not show up.

With no further discussion the meeting was adjourned at 11:45.
