BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald C. Hay and Donald R. Stottlemire present.  

 

The meeting was called to order by Chairman Taylor at 8:30.

 

Darrell Childs, Treasurer of Franklin Township wants to know if they can do anything to speed up emergency communication needs.

 

Craig Davis said they are going to try to upgrade the County-wide communication needs with the $195,000 grant that has just become available.  Craig said they will know in the middle of December if the money can be used for this need.  Craig is going to start contacting people about placing equipment on water towers and in buildings.

 

Larry Felix, Wayne Duderstadt and David Alderman discussed improvement needs that the Hospital has had to do since 1991, since the bonds were issued and cash flow.  Wayne said they can make the balloon payment in 2005, but would like to make it in two payments with the final payment in 2006.  The County would have to go ahead and levy to make the payments and then receive payments from the Hospital.  Chairman Taylor said that he feels that since the Hospital receives an estimated $1.2 million a year in sales tax revenue that they should make their payments when due, so the County doesn’t have to levy for the payments.  Commissioner Hay said it would not look good to the public if they didn’t make their payments when due.  Board and Hospital agreed that the Hospital would make the payments when due.

 

Commissioner Hay moved and Commissioner Ferguson seconded to approve tax orders 2002-237,239,242,243,244,245,246,247,248,249,251,252,253,254,255,256,260,261,262 and 2003-1 through 6.  All voted “yes.”

 

Commissioner Hay moved and Commissioner Ferguson seconded to approve the minutes for November 3, 2003.  All voted “yes.”

 

Clint Burkdoll discussed extending a portion of John Brown Drive east of Utah Rd. which is a minimum maintenance road.

 

Commissioner Donald E. Waymire arrived at 9:34.

 

Board advised Clint Burkdoll that he needed to take the matter to Larry Walrod for a lot split, but the property would have to have road frontage.

 

With no further discussion the meeting was adjourned at 10:00.
