BOARD OF FRANKLIN COUNTY COMMISSIONERS
The Board of Commissioners met in a regular session with Vice Chairman Fred E. Ferguson and Commissioners Donald C. Hay, Donald R. Stottlemire and Donald E. Waymire present.
The meeting was called to order by Vice Chairman Ferguson at 8:30.
Larry Walrod discussed rezoning application from Clint Burkdoll to rezone approximately 19 acres from A-1 to R-E and rezone approximately 21 acres from A-1 to A-2. Property is located on John Brown Drive between Vermont and Utah Roads. The purpose for the rezoning is for refinancing. The Planning Commission recommended denial because of lot design. The County Commission can accept the Planning Commission recommendation and deny request, refer it back to the Planning Commission or override the Planning Commission recommendation and approve the rezoning. Larry said if the County Commissioners approve the rezoning request then Larry recommends approval of a design waiver and authorizing the Chairman to sign the lot split. Larry stated that this property is located on a minimum maintenance road, which is also a dead end road. Board agreed to take a road trip and view the property.
Commissioner Stottlemire moved and Commissioner Waymire seconded to continue the decision of the rezoning application for Clint Burkdoll until Monday December 29. All voted “yes.”
Commissioner Stottlemire asked Larry Walrod about the position of Planning Official. Board discussed with Larry what our needs are for the Planning and Building Department.
Commissioner Waymire asked Larry Walrod about the mobile home on the Hooton property that needs to be removed.
Commissioner Waymire moved and Commissioner Hay seconded to approve payroll changes 03-386 for Carl Bentley with the Sheriff’s Department, 03-388 for Delpha Callahan with the Maintenance Department and 03-389 for Clark Havenor with Services for the Elderly. All voted “yes.”
Board agreed to cancel the Commission Meeting for Wednesday, due to no agenda items.
Commissioner Hay moved and Commissioner Waymire seconded to approve the minutes for December 17, 2003. All voted “yes.”
Blaine Finch reported that Sheriff Davis has asked him to find out what the Commissioners want to be notified about outside of Commission Meetings. Blaine recommended that the Sheriff notify him and he will notify the Chairman and they will determine if the other Commissioner’s need to be notified. Blaine also recommended that all Commissioners’ be notified about high profile cases and damage to County property.
Commissioner Stottlemire reported that Mr. Fran Bennett of Williamsburg has been named State of Kansas RC&D Council Member of 2003.
Commissioner Hay discussed a phone call he received from Donald D. Stottlemire of 1922 John Brown Rd. about the Acorn Bridge Replacement Project. Commissioner Donald R. Stottlemire presented a copy of the minutes that were taken at the time of the meeting with Donald D. Stottlemire, Max King and Ray DeJulio.
With no further discussion, Commissioner Stottlemire moved and Commissioner Hay seconded to adjourn the meeting at 10:00. All voted “yes.”
