BOARD OF FRANKLIN COUNTY COMMISSIONERS
The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald C. Hay, Donald R. Stottlemire and Donald E. Waymire present.
The meeting was called to order by Chairman Taylor at 8:30.
Don McMican discussed a grant application for the Heritage Trust Fund Grant Program. Estimated cost to do the foundation stabilization is $170,000. We are applying for a $90,000 grant which is the maximum amount you can apply for per year.
Commissioner Stottlemire moved and Commissioner Waymire seconded to approve an application for the Heritage Trust Fund Grant Program. All voted “yes.”
Commissioner Hay moved and Commissioner Stottlemire seconded to approve the minutes for February 25, 2004. All voted “yes.”
Commissioner Waymire moved and Commissioner Hay seconded to approve tax orders 2003-122 through 2003-130. All voted “yes.”
Commissioner Stottlemire moved and Commissioner Waymire seconded to go into an executive session for 10 minutes at 9:00 for personnel of non-elected with Board, Blaine Finch and Shari Perry present. All voted “yes.” Chairman Taylor opened the meeting at 9:05 and reported no action taken, no decisions made.
Commissioner Waymire moved and Commissioner Hay seconded to approve payroll change 04-216 for Dawn Clements with the Ambulance Department and 04-217 for Jim Harmon with the Public Works Department. All voted “yes.”
Barbara Conus discussed Kansas Department of Health Environment Grant applications. KDHE has said there will be no increases over last year and funding should be at least 90% or more of last year’s grants.
Commissioner Hay moved and Commissioner Ferguson seconded to approve grant requests from KDHE for 2005. All voted “yes.”
Barbara Conus discussed a vaccination agreement with Ottawa Family Physicians to provide immunizations for their patients. Ottawa Family Physicians will pay us the actual cost of the vaccine and a $20 administration fee. The Health Department will collect no monies and the Ottawa Family Physicians will do the insurance billing.
Barbara Conus discussed the need for a family planning program pharmacist. Ed Burrichter who has served over the years has notified Barbara that he no longer was going to provide this service.
Barbara Conus discussed staff shortage and is hoping the employee will be able to return by the end of March or the first of April.
Barbara Conus discussed Medicaid billing and they have not been receiving money because of the new billing system.
Barbara Conus discussed a mass vaccination clinic for free flu vaccine. KDHE has not determined which Health Departments will participate and how they will be reimbursed.
Barbara Conus discussed having Terri Campbell attend the Women’s Health Care Symposium in Kansas City at a cost of $230. Barbara would like to attend the 2004 Annual Family Planning Update Conference in Wichita, she said this is one that KDHE requires that the department head attend and she doesn’t know the cost yet. Barbara would like herself or Becky Hastings to attend the Hepatitis in the Heartland conference in Topeka at a cost of $120 and the Kansas Fatherhood Summit in Topeka she would like Mary Ryburn to attend at a cost of $30.
Commissioner Hay moved and Commissioner Waymire seconded to approve the Women’s Health Care Symposium, the 2004 Annual Family Planning Update Conference, the Hepatitis in the Heartland Conference and the Kansas Fatherhood Summit trainings for the Health Department. All voted “yes.”
Richard Needham discussed a cemetery down by Lane on Ellis Terr.
Commissioner Waymire moved and Commissioner Ferguson seconded to go into an executive session for 30 minutes at 10:00 for personnel of non-elected with Board, Blaine Finch and Larry Walrod present. All voted “yes.” Chairman Taylor opened the meeting at 10:25 and reported no action taken, no decisions made.
Commissioner Hay moved and Commissioner Ferguson seconded to reimburse Thomas Keyt for ½ of his expenses to come and interview for the position of Franklin County Building Official. Chairman Taylor, Commissioners Ferguson, Hay and Waymire voted “yes.” Commissioner Stottlemire voted “no.”
Board, Shari Perry, Dale Watts and Ray DeJulio left at 10:40 to view various road projects. From 15th (Marshall Rd.) and Nebraska Rd drove South to Rock Creek Rd. Board discussed ditches and road. Went East on Rock Creek to Texas Rd. Went South of Texas Rd. to Finney Rd. Homeowner at the corner of Texas Rd. and Finney Rd. has requested that the County rock Finney Rd. East to the minimum maintenance road sign. Ray said that the entire road is minimum maintenance. Board agreed that the portion of the road would need to be made full-maintenance and that the landowner would need to pay for ½ of the rock. Ray is going to contact the landowner. Went on South on Texas Rd. to Ellis Terr. Went East on Ellis Terr. to about ¼ mile West of Utah Rd. to where tomb stones are located on the North side of the road in the County right of way. Went on East to Vermont Rd. Went North on Vermont Rd. and viewed bridge North of Rantoul over the Marais des Cygne River. Then on North to K-68 Highway. Went West on K-68 back to town. Arrived back at Courthouse at 12:05.
With no further discussion the meeting was adjourned at 12:05.
