BOARD OF FRANKLIN COUNTY COMMISSIONERS
The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald C. Hay, Donald R. Stottlemire and Donald E. Waymire present.
The meeting was called to order by Chairman Taylor at 8:30.
Commissioner Waymire moved and Commissioner Stottlemire seconded to approve payroll changes 04-220 Shelly Sills-new hire, 04-221 Susan Rogers-probationary period ended, 04-222 Julie Roehl-probationary period ended. All voted “yes.”
Commissioner Hay moved and Commissioner Ferguson seconded to approve the minutes from the March 10, 2004 meeting. All voted “yes.”
Commissioner Stottlemire moved and Commissioner Waymire seconded to approve added change order 03-131, Floyd Watts for $18.82. All voted “yes.”
Blaine Finch updated the Board regarding the Ambulance department electrical issue.
Commissioner Waymire moved and Commissioner Ferguson seconded to go into executive session with Board and County Counselor Finch for attorney client privilege for 5 minutes at 8:45. All voted “yes.” Reopened at 8:50 reporting no action taken no decisions made.
Commissioner Hay moved and Commissioner Ferguson seconded to have Blaine Finch execute the necessary paper work regarding the Doyle Morgan water meter issue. All voted “yes.”
Barbara Conus presented an agreement, with Kramer Drug, to fulfill the pharmacist in charge requirement, at $40.00 per hour, for the Health Department. Barb said, usually, only 2-3 hours per quarter are needed. Board gave approval.
Commissioner Hay moved and Commissioner Ferguson seconded to approve Barb Conus and Mary Ann Platt to attend the Kansas Public Health Nursing Conference April 12-14 in Wichita at $175.00 per person. All voted “yes.’
Commissioner Hay moved and Commissioner Ferguson seconded to accept a $5,000 cashiers check, in lieu of a performance bond, from Wilbur Lee Wright to allow a building permit to be issued to his property. All voted “yes.”
Board gave approval for Larry Walrod to proceed with negotiations with the Building Official applicant.
Dee Diamond, 2056 Nevada Road, requested that something be done with the low water bridge on Nevada Road south of Rock Creek Rd, and also the hill on south of the bridge. She will talk to Public Works about both issues.
Opened Noxious Weed truck bids at 10:00 a.m., three were received.

Commissioner Stottlemire moved and Commissioner Waymire seconded to accept the low bid of $31,624 from Beckman Ford. All voted “yes.”
With no further discussion the meeting was adjourned at 10:25.
