BOARD OF FRANKLIN COUNTY COMMISSIONERS
The Board of Commissioners met in a regular session with Vice-Chairman Donald R. Stottlemire and Commissioners Fred E. Ferguson and Donald E. Waymire present.
The meeting was called to order by Vice-Chairman Stottlemire at 8:30.
Deb Barker was in to discuss records custodian and system to determine when records can be destroyed. Deb suggested forming a committee of department heads regarding the different records and their retention requirements.
Chairman Taylor arrived at 8:38.
Commissioner Hay arrived at 8:45.
Counselor Finch will draft a memo regarding records management committee and possible members.
Commissioner Hay moved and Commissioner Stottlemire seconded to approve the minutes from March 15, 2004. All voted “yes.’
Greg Colbern and Darrell Wadkins were in to discuss the generator at the Ambulance and Sheriffs departments. Cummings and Caterpillar will be coming down and assess the situations and give their recommendations. Cummings will be coming March 30, 2004. Darrell will schedule Caterpillar as soon as possible.
Craig Davis was in to discuss out of state travel according to the county policy manual (item 10.8 g. pg 44). Board stated that in an emergency situation the department head could make the decision and report to the board after the fact. Board said they would look into a possible change or clarification of that policy.
Larry Walrod reported a tentative hire for the Building Official position. John Raney will start in April pending approval by the Board and all personnel requirements.
Larry Walrod also reported the EPA was doing some clean-up on the Lohman property. Board directed Larry to talk to Ray DeJulio about getting some fill dirt to put on property for seeding.
Commissioner Hay moved and Commissioner Ferguson seconded to approve revision change order #4 for Midland Railroad, increase, in the amount of $2,604.91. All voted “yes.”
Counselor Finch reported there would be a tax sale April 30, 2004 at 3:00 p.m. on the Courthouse steps for new delinquent properties and 3:30 p.m. would be for properties that did not sell at the previous sales.
Commissioner Stottlemire moved and Commissioner Waymire seconded to go into executive session with Board and County Counselor Finch for 5 minutes at 9:50 for attorney client privilege. All voted “yes.” Reopened at 9:55 reporting no action taken no decisions made.
Opened Noxious Weed Chemical Bids at 10:00. One was received (as stated in solicitation).

Commissioner Hay moved and Commissioner Ferguson seconded to accept bids 1, 2 and 4 from Van Diest at this time. All voted “yes.”
Kevin Doyle, Clint Stewart and William Buck from Taylor Design Group were in with presentations for the Acorn Bridge Improvement proposal and Thomas Road culvert analysis.
Board agreed that we should proceed with the bid process, on these projects, as soon as possible.
Commissioner Hay moved and Commissioner Waymire seconded to use Taylor Design as inspection and management engineers. All voted “yes.”
After clarification, Commissioner Hay moved and Commissioner Waymire seconded to accept bid 3 from Van Diest for Tordon & Remedy. All voted “yes.”
Board approved County Counselor Finch to attend a budgeting seminar in Overland Park.
Board read a letter from Esther Montague regarding her dust control. A copy will be given to Public Works.
With no further business the meeting was adjourned at 11:50.
