BOARD OF FRANKLIN COUNTY COMMISSIONERS
The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Donald C. Hay, Donald R. Stottlemire and Donald E. Waymire present.
The meeting was called to order by Chairman Taylor at 8:30.
Commissioner Hay moved and Commissioner Waymire seconded to grant the Chairman the authority to lower the flags to half staff when a Franklin County service person is killed in the line of duty. All voted “yes.”
Board canvassed the Pomona City General Election at 8:45.

Commissioner Hay moved and Commissioner Waymire seconded to approve the minutes for April 7, 2004. All voted “yes.”
Board discussed a request from John Dowell to allow Audra Seyler and Julie Furst to attend a two day seminar concerning Victim’s Rights. Board agreed.
Commissioner Hay moved and Commissioner Stottlemire seconded to approve Resolution No. 04-32 declaring a 1987 Peterbilt Dump Truck and a 1989 GMC ¾ Ton Pickup as surplus property and authorize the sale at the Osage Quarry Auction on April 23, 2004. All voted “yes.”
Don Stottlemire discussed Senate Bill 416 dealing with Solid Waste funds and using them for Recycling.
Mary Lois Yates a spokeswomen for Franklin County Emergency and Temporary Shelter (“FRETS”) discussed a grant application for 2004 Kansas Emergency Shelter Grant in the amount of $28,720. Caren Rugg discussed that this grant is to provide temporary emergency shelter to the homeless in Franklin County. They asked the Board to approve the application and be the local unit of government for the application.
Commissioner Hay moved and Commissioner Stottlemire seconded to participate in the 2004 Kansas Emergency Shelter Grant. All voted “yes.”
Linda Thurston discussed that April 19-23 is “Week of the Young Child”. The Franklin County Daycare is planning a week of activities for the children.
Commissioner Hay moved and Commissioner Waymire seconded to proclaim April 19-23 as “Week of the Young Child”. All voted “yes.”
Tom Weigand with the Ottawa Area Chamber of Commerce discussed the Ottawa Franklin County Economic Development mission, accomplishments, challenges and opportunities. He discussed how site selection works and how important it is to show public and private support when trying to successfully land a new industry.
Larry Walrod discussed holding a public hearing at 11:00 on April 26 for the City of Ottawa’s annexation of Wildcat I Addition located on K-68 Highway. The property owner has made the request for the island annexation.
Ethel Wallace discussed the first quarter report for the Juvenile Detention Center.
Darrell Wadkins discussed the air conditioner units on the roof of the Annex. He requested approval to have hail guards installed on the units. The cost is $3,200 to $4,200 for the 13 units.
Commissioner Hay moved and Commissioner Waymire seconded to approve Adamson Brothers to install 13 hail guards on the air conditioner units on the roof of the Annex at a cost of $3,200. All voted “yes.”
Darrell Wadkins discussed the parking lot at the Annex. He said that he received bids from Killough’s to fill cracks for $6,190 and to seal the lot for $8,800.
Commissioner Hay moved and Commissioner Stottlemire seconded to approve the bid from Killough’s to fill the cracks in the Annex Parking Lot at a cost of $6,190. All voted “yes.”
Chairman Taylor asked about request from Brad Gilges to retire and then come back in 30 days as a KPERS employee as just the 911 Director. Board agreed they didn’t see a benefit to the taxpayers to change this position at this point and it should be discussed with the City of Ottawa since they pay for half.
Ray DeJulio discussed a request from Judd Ranch to vacate California Rd. between Reno Rd. and Riley Rd.
Commissioner Hay moved and Commissioner Stottlemire seconded to publish and hold a public hearing relating to a proposal to vacate a portion of California Rd. between Reno Rd. and Riley Rd. All voted “yes.”
Ray DeJulio discussed Jeff Welton attending two training courses called Work Zone and Traffic Control Safety and Signing and Pavement Markings, both are only offered in Norton, Kansas. Board agreed to allow training.
Ray DeJulio discussed a request from Ray & Lea Tomberlin, Roger Maxwell, Steve & Pam Harris, Vicki & John Staley, Rudy & Andrea Manes and Jamie & Jennifer Staley for a County Road Improvement District. The road does not qualify under the current improvement district policy since it does not abut a paved road and is less than one mile in length. Ray is going to meet with the landowners and come back to the Board with a recommendation.
