BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

The Board of Commissioners met in a regular session with Vice Chairman Donald R. Stottlemire and Commissioners Fred E. Ferguson, Donald C. Hay and Donald E. Waymire present.  

 

The meeting was called to order by Vice Chairman Stottlemire at 8:30.

 

Craig Davis discussed bids that he received for the purchase of another vehicle for the Drug Enforcement Unit.  He recommended purchasing a 1998 Chevy Malibu from Crist Auto in the amount of $5,975 to be paid out of Law Enforcement Trust.

 

Commissioner Waymire moved and Commissioner Ferguson seconded to purchase a 1998 Chevy Malibu from Crist Auto for $5,975.  All voted “yes.”

 

Commissioner Waymire left at 8:40.

 

Commissioner Hay moved and Commissioner Ferguson seconded to approve payroll change 04-235 for Deann Farrell with the Planning & Building Department.  All voted “yes.”

 

Commissioner Ferguson moved and Commissioner Hay seconded to approve tax orders 2003-157 through 2003-159.  All voted “yes.”

 

Sherry Wright discussed that she has been appointed to be the liaison between Franklin County Veteran’s Board Committee and Franklin County Commission.  Vice Chairman Stottlemire asked about when names should be added to the wall.  It was agreed by the Board and Sherry Wright that names would be added one time a year prior to Memorial Day.  Vice Chairman Stottlemire asked about selling more bricks.  Sherry Wright said that it was decided that no more bricks would be sold, because of the pattern of the bricks that have been engraved on.

 

Chairman Taylor arrived at 9:00.

 

Ray DeJulio discussed the pre-bid meeting that was mandatory for contractors to attend on the 2004 CHIP Improvement Plan.  Ray said that there was only one bidder that attended.  Ray said he feels that we have the following options.  Let the one bidder bid the project, republish a mandatory pre-bid meeting, or let anyone go ahead and bid.  Chairman Taylor said that he thought we should wait until the money is awarded and then republish a pre-bid meeting.  Ray said he thought since the only contractor was a local contractor that could be good also.  Commissioner Hay said he thought we should have at least two bids.  Blaine Finch would like to research this issue and come back with a good answer.  Board agreed we have not heard from KDOT about the money and should wait.  Ray said Killough’s has said that they don’t think they could get the project all done this year.  Board thinks the project will take longer than a year to do.  Kevin Doyle with Taylor Design Group said that the completion date can be changed.

 

Frank Savage of 4442 Hamilton Terr. said the roads in his area need some work.  Last summer they didn’t get any work done.  They have mud holes everywhere.  He doesn’t understand why the County put rock on a road when it is going to end up in the field.  Frank asked why the dust control on Hamilton Rd. was ripped up, because it is a mess.  All the housing developments are causing more traffic and people get mad at farmers because they are driving too slowly.  Commissioner Stottlemire said that all landowners that had dust control areas were sent a letter asking them to call if they wanted to keep their dust control applications from last year.

 

Tony Castro of 1057 Sand Creek rd. said that grading of the roads needs to be done a little more often.  Three or four years ago the ditches were cut and there has never been enough rock put back on the roads.  Tony asked if there is speed limits on gravel roads and if so they need to be enforced.  People drive 60 to 70 miles per hour.  Tony asked if there is a limit on acres that you can put a trailer or house on.  Chairman Taylor said that water has to be available and in subdivision you have to have approximately 2 ½ acres.

 

Rick Porter with RC&D discussed that there are 10 Resource Conservation and Development Councils in the State of Kansas.  Commissioner Stottlemire said that Rick was named the number one coordinator in the State of Kansas.

 

Congressman Jim Ryun said they have passed the Highway Bill, working on budget enforcement, increasing Homeland Security and National Defense Funding and getting the budget back in balance.  When National Guard and Reserves get called up they have to sometimes take up to a 40% cut in pay.  They are working on a plan that would require banks to work with the service people, so they don’t lose their homes while serving.  He is working toward getting more air space for Fort Riley and working on tax credits for children and married couples.  Congressman Ryun said he is very supportive of the President and he is doing the right thing. 

 

Commissioner Hay left at 10:55.

 

Commissioner Hay moved and Commissioner Stottlemire seconded to approve the minutes for April 12, 2004.  All voted “yes.”

 

Ted McCurdy discussed the March Ambulance Department report.  He asked for approval to write-off $40,280.17 with $11,008.08 of that being sent back from the State Set Off bad debt program 

 

Commissioner Ferguson moved and Commissioner Stottlemire seconded to write off $40,280.17 for the month of March in the Ambulance Department due to insurance adjustments and bad debt.  All voted “yes.”

 

Ted McCurdy discussed attending a Service Director’s Conference in August that is being held in Wichita.  The cost of the conference is $170.

 

Commissioner Stottlemire moved and Commissioner Ferguson seconded to allow Ted McCurdy to attend a Service Director’s Conference in Wichita.  All voted “yes.”

 

Blaine Finch discussed that Franklin County has received a grant in the amount of $5,975 for the All Hazard Plan.  He said that Bucher, Willis & Ratliff will charge $5,700 to get us started on the plan.

 

Blaine Finch discussed the Homeland Security Grant and that Franklin County will receive $195,000 in equipment.  The equipment has to be ordered through a catalog that has been provided between April 1 and June 30.  Blaine will meet with different agencies and determine what is needed.

 

Chairman Taylor moved the meeting at 12:00 to the basement of the Jail for the monthly department head luncheon.  Attending the luncheon was Don Stottlemire, Ed Taylor, Fred Ferguson, Blaine Finch, Keith Clark, Ethel Wallace, Lisa Dempsey, Ted McCurdy, Craig Davis, Don Hay, Becky Hastings, Darrell Wadkins, Ray DeJulio, Bob Thompson, Larry Walrod, Steve Brown, Dale Watts, Jason Parks, Sue McCay and Shari Perry.

 

With no further discussion the meeting was adjourned at 1:15.
