BOARD OF FRANKLIN COUNTY COMMISSIONERS
The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald C. Hay, Donald R. Stottlemire and Donald E. Waymire present.
The meeting was called to order by Chairman Taylor at 8:30.
Bob Thompson discussed bids he received for the clean-up of the King property in Centropolis. The three bids were TT&T $2,400, Mr. Haul Away $2,200 and Randy Scott $2,000. Bob recommended either TT&T or Mr. Haul Away.
Board agreed to have Bob ask Mr. Haul Away first to do the clean-up and if he can not clean it up according to the contract, then Bob will offer it to TT&T.
Commissioner Hay moved and Commissioner Ferguson seconded to approve the minutes for April 26, 2004. All voted “yes.”
Commissioner Waymire moved and Commissioner Ferguson seconded to approve payroll changes 04-238 for Janice Swallow with Solid Waste and 04-239 for Henry Butter with Public Works. All voted “yes.”
Commissioner Waymire moved and Commissioner Stottlemire seconded to approve tax orders 2003-161 through 2003-163. All voted “yes.”
Commissioner Stottlemire moved and Commissioner Ferguson seconded to include 222 E. Logan, 114 W. 3rd, 754 S. Locust, 815 Pecan, 528 N. Sycamore, 511 N. Cherry, 609 S. Oak, 1007 E. 7th, 727 Liberty and 433 S. Poplar into the Neighborhood Revitalization Program. All voted “yes.”
Keith Clark discussed Kansas Department of Corrections FY2005 Comprehensive Plan. The plan outlines the programs, interventions, objectives, services and advisory board membership.
Commissioner Stottlemire moved and Commissioner Hay seconded to accept the Community Correction FY2005 Comprehensive Plan. All voted “yes.”
Keith Clark discussed the transfer of $33,656 from Restorative Justice, JISP and Case Management to Family Intensive Therapy Program (FIT). The FIT Program provides services to youth and their families. The funds will be used for salaries, benefits and a laptop computer and printer.
Commissioner Hay moved and Commissioner Waymire seconded to approve a transfer of $33,656 to the FIT Program. All voted “yes.”
Keith Clark discussed giving Julie Roehl a .50 per hour raise for the ending of her probationary period after her promotion.
Commissioner Hay moved and Commissioner Ferguson seconded to approve payroll change 04-240 for Julie Roehl with Community Corrections. All voted “yes.”
Commissioner Hay moved and Commissioner Ferguson seconded to approve Resolution No. 04-33 as follows:

RESOLUTION NO. 04-33
WHEREAS, as provided by K.S.A. 12-520C the governing body of any City may, by ordinance, annex land not adjoining the City wherein the Board of County Commissioners finds and determines that the annexation of such land will not hinder or prevent the proper growth and development of the area or that of any other incorporated City located within such County; and
WHEREAS, the Board of Franklin County Commissioners, after due notice, held a public hearing on April 26, 2004 wherein testimony was heard from representatives of the City of Ottawa in support of the annexation; and
WHEREAS, written comments were received from the County Planning Director that the proposed annexation was in substantial compliance with the Policies of the Franklin County Comprehensive Plan; and
WHEREAS, the Board of Franklin County Commissioners, after reviewing all oral and written testimony, finds that the annexation of that certain real property described in this resolution would not hinder or prevent proper growth and development of the area or that of any other incorporated City within Franklin County, Kansas.
NOW, THEREFORE, BE IT RESOLVED that the Franklin County Board of County Commissioners does hereby approve the annexation to the City of Ottawa, Kansas, a municipal corporation, that certain real property described as follows:
Lots #1 through 20 of Wildcat 1 Addition and all associated
rights-of-way described therein, also known as Lot #1 of Underwood’s
Addition amended and generally located in the South Half (S ½) of the
Southeast Quarter (SE ¼) of Section 30, Township16S, Range 20 E,
Franklin County, Kansas.
PASSED AND ADOPTED by the Franklin County Board of County Commissioners this 28th day of April, 2004. This action shall become final upon publication of this resolution in the official County newspaper.

Commissioner Waymire moved and Commissioner Ferguson seconded to go into an executive session for 20 minutes at 9:40 for non-elected personal with Board, Blaine Finch and Shari Perry present. All voted “yes.” Chairman Taylor opened the meeting at 9:55 and reported no action taken, no decisions made.
Blaine Finch discussed the Homeland Security Grant and that the money would be divided equally between the City Police Department, Sheriff’s Department, Ambulance Department, Township Fire Departments and Ottawa City Fire.
Commissioner Stottlemire moved and Commissioner Waymire seconded to sign the All Hazard Grant Contract. All voted “yes.”
Commissioner Stottlemire moved and Commissioner Waymire seconded to go into an executive session for 20 minutes at 10:10 for non-elected personal with Board and Blaine Finch present. All voted “yes.” Chairman Taylor opened the meeting at 10:30 and reported no action taken, no decisions made.
Ethel Wallace discussed the State review and audit that was done in Juvenile Detention. The review found only one signature missing. Ethel said she is very proud of her employees, they do a very good job. The employees have to do a lot of paperwork when a juvenile is brought in. Chairman Taylor congratulated Ethel and her employees on a job well done.
Board went outside on the front Courthouse lawn at 11:00 to plant a Spring Flowering Snow Crab Tree to take part in a statewide project marking the 150th anniversary of the signing of the Kansas-Nebraska Act, the legislation that recognized the land we now call Kansas as a territory of the United States. The tree was supplied by the Kansas Territorial Sesquicentennial Commission and the Kansas Bankers Association. Dr. Bruce Mactavish with the Kansas Territorial Sesquicentennial Advisory Committee and a professor at Washburn University spoke at the ceremony and children from the Franklin County Daycare participated in the planting and watering of the tree.
With no further discussion the meeting was adjourned at 11:15.
