BOARD OF FRANKLIN COUNTY COMMISSIONERS
The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald R. Stottlemire and Donald E. Waymire present.
The meeting was called to order by Chairman Taylor at 8:30.
Don Higdon with Services for the Elderly in per Boards request to discuss procedures for hiring of employees and discuss cell phone vendors.
Commissioner Stottlemire moved and Commissioner Ferguson seconded to approve the minutes for May 3, 2004. All voted “yes.”
Commissioner Waymire moved and Commissioner Stottlemire seconded to approve payroll changes 04-242 for Wendell Lewis, Sr., 04-243 for Roger Higbie, 04-244 for Mike Nicholas and 04-245 for Roy Bishop all with Public Works. All voted “yes.”
Commissioner Waymire moved and Commissioner Ferguson seconded to approve a designation of emergency vehicle permit for Parker Sayler. All voted “yes.”
Commissioner Stottlemire moved and Commissioner Ferguson seconded to approve tax orders 2003-164 and 2003-166 through 2003-169. All voted “yes.”
Shari Perry discussed bids that she received for the purchase of 2 legal vertical file cabinets and 1 lateral file cabinet.

Shari recommended accepting the bid from Didde Office Supply.
Commissioner Waymire moved and Commissioner Ferguson seconded to accept the bid from Didde Office Supply in the amount of $4,675. All voted “yes.”
Bob Thompson discussed the Conservation District calling him about tire disposal. Board agreed to work with the Conservation District on the taking and disposal of tires.
Board phoned Ray DeJulio regarding Main Street in Princeton and Ray said it will no longer be a connecting link after this year. Ray said the only connecting link will be John Brown. Ray said we don’t have employees to do the digging to locate survey stones, but we will do it if the Board makes that decision.
Blaine Finch discussed property division of Robert Dodson, Jr. property off of Marshall Rd.
Jeff Fritts of 3697 Nevada Rd. said he didn’t know the Ambulance Department Service was a taxi service for the prom. Chairman Taylor said this is a personnel issue and it is being dealt with. Mr. Fritts also asked about Sand Creek Rd. east of US 59. He asked if the holes are going to be fixed before it is chip and sealed. Board said that the holes will be fixed before it is done.
Joe Schweiger discussed that the City of Lane is having a reenactment of the Pottawatomie Massacre on May 15. They will need to close one block of Kansas Ave. on that day. Joe asked about using the county backhoe to put in dry hydrants for the fire department. Board said they would have to discuss more and get back with him.
Commissioner Stottlemire moved and Commissioner Ferguson seconded to approve payroll change 04-248 for James Armstrong with Juvenile Detention. All voted “yes.”
Chairman Taylor read a thank you note from Betty Bowlby for the rock on Missouri Rd.
Blaine Finch discussed the Homeland Security Grant Allocation. Blaine said that 40% would stay with the County and the remaining 60% would be allocated by population to fire departments, townships and cities.
Commissioner Ferguson moved and Commissioner Waymire seconded to approve the Homeland Security Grant Allocation as presented. All voted “yes.”
Commissioner Stottlemire moved and Commissioner Waymire seconded to go into an executive session for 15 minutes at 10:00 for non-elected personnel with Board, Blaine Finch and Shari Perry present. All voted “yes.” Chairman Taylor opened the meeting at 10:15 and reported no action taken, no decisions made.
Commissioner Waymire moved and Commissioner Stottlemire seconded to go into an executive session for 5 minutes at 10:25 for non-elected personnel with Board, Blaine Finch, Shari Perry and Ted McCurdy present. All voted “yes.” Chairman Taylor opened the meeting at 10:28 and reported no action taken, no decisions made.
With no further discussion the meeting was closed at 10:30.
