BOARD OF FRANKLIN COUNTY COMMISSIONERS
The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald C. Hay, Donald R. Stottlemire and Donald E. Waymire present.
The meeting was called to order by Chairman Taylor at 8:30.
Bob Thompson presented the Monthly Solid Waste Report to the Board.
The Board and Bob Thompson discussed the idea of curb side pick up for recycling goods out in the County.
The Board and Bob Thompson discussed the idea of a waste generator. Chairman Taylor gave Bob Thompson the name of a Commissioner in Harvey County that has more information on the idea.
Bob Thompson invited the Commissioners to the Lake Region Annual Meeting at Paola on May 18, 2004 at 10:00 a.m.
Kevin Shaw and Jay Logan with Franklin County Mental Health brought a Proclamation to the Board to declare May as Mental Health Month. Kevin Shaw invited the Board to the Bi-Annual License Review meeting at 9:00 a.m. on May 14, 2004. Chairman Taylor read the proclamation declaring May as Mental Health Month.
Commissioner Hay moved and Commissioner Ferguson seconded to accept the proclamation and adopt May as Mental Health Month. All voted “yes.”
Chairman Taylor read a note from Henry Brown commenting on the Franklin County roads. Mr. Brown said that the roads are the best that he has seen them in 50 years.
Chairman Taylor read a letter from R.S. Hill, member of the Advisory Committee of the Franklin County Historical Society; thanking the Board for the audience they gave the group that attended the meeting on May 10, 2004, in support of the request for putting a reasonable mill levy in the budget.
Commissioner Waymire moved and Commissioner Hay seconded to approve payroll change 04-250 for Andrew Cramer with Noxious Weed. All voted “yes.”
Darrell Wadkins was in and discussed the table in the Commissioner’s Chamber, the generator at the Sheriff’s Department, the generator at the Ambulance Department, and the air conditioning in the District Court Building.
Commissioner Stottlemire moved and Commissioner Ferguson seconded to allow Darrell Wadkins to let bids for generators for the Ambulance Department, Sheriff’s Department, and Courthouse. The bids will contain options for generators that are either diesel and natural gas.
Darrell Wadkins asked for permission to repair the air conditioning at the District Court Building. The cost will be around $3000. Board agreed to allow Darrell to proceed with the repairs.
Commissioner Waymire moved and Commissioner Hay seconded to approve the minutes for May 10, 2004. All voted “yes.”
Sue McCay was in to discuss the Register of Deeds Technology Fund and restoration of Deed Books. Sue recommends going ahead and restoring the rest of the index books. There will be a 15% discount and the cost will come from the Register of Deeds Technology Fund. The Fund is made up of an extra $2.00 surcharge on all mortgages and deeds filed with the Register of Deeds Office.
Commissioner Stottlemire moved and Commissioner Hay seconded to allow Sue McCay to go forward with the restoration of 18 index books at a cost of $6000. All voted “yes.”
Board, Sue McCay, and Kristie Stinebaugh went to the Register of Deeds Office to view Deed Books.
Board, Sue McCay, and Kristie Stinebaugh went to the 3rd floor of the Courthouse to visit with Tri-State Binders about the Deed Books that are currently being restored.
Larry Walrod was in to update the Board on the Bogart Property. Larry said that the whole septic system will be moved because a lot of it is on Mr. Miller’s property. All parties involved in the situation understand what is required.
Board discussed the 2005 Budget.
Chairman Taylor called Ray DeJulio to discuss Labette Road and Colorado Road.
Blaine Finch and Board discussed the Attorney Assist Line provided to the County through KCAMP. It was agreed that department heads will call the County Counselor when any type of situation arises. The County Counselor will then decided if the Attorney Assist Line needs to be used.
Commissioner Waymire moved and Commissioner Stottlemire seconded to go into executive session at 11:10 for 10 minutes for non-elected personnel with Board, Blaine Finch, Craig Davis, and Kristie Stinebaugh present. All voted “yes.” Chairman Taylor opened the meeting at 11:20 and reported no action taken, no decisions made.
Blaine Finch presented the Board with a re-draft of the County Nuisance Ordinance. Board scheduled a Public Hearing on the County Nuisance Ordinance on June 14, 2004 at 7:00 pm at the Franklin County Annex.
Ted McCurdy discussed the April Ambulance Department report. He asked for approval to write-off $47,501.71.
Commissioner Hay moved and Commissioner Ferguson seconded to write off $47,501.71 for the month of April in the Ambulance Department due to insurance adjustments and bad debt. All voted “yes.”
Commissioner Hay moved and Commissioner Ferguson seconded to go into executive session at 11:50 for 5 minutes for non-elected personnel with Board, Blaine Finch, Ted McCurdy, and Kristie Stinebaugh present. All voted “yes.” Chairman Taylor opened the meeting at 11:53 and reported no action taken, no decisions made.
Chairman Taylor moved the meeting at 12:00 to the basement of the Jail for the monthly department head luncheon. Attending the luncheon was Don Stottlemire, Don Waymire, Don Hay, Fred Ferguson, Ed Taylor, Blaine Finch, Kristie Stinebaugh, Ted McCurdy, Craig Davis, John Dowell, Darrell Wadkins, Ray DeJulio, Keith Clark, Ethel Wallace, Bob Thompson, Larry Walrod, Barb Conus, Steve Brown, Dale Watts, and Jason Parks.
With no further discussion the meeting was adjourned at 1:10.
