BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

The Board of Commissioners met in a regular session with Vice Chairman Donald R. Stottlemire and Commissioners Fred E. Ferguson, Donald C. Hay and Donald E. Waymire present.  Chairman Taylor is attending Allies Days representing the Commission.    

 

The meeting was called to order by Vice Chairman Stottlemire at 8:30.

 

Rick Porter with Lake Region RC&D introduced Ryan Neises as the Forestry Agent for the water basins in this area.  Ryan will be working to preserve our water quality and quantity in 13 counties along the Marais des Cygnes Water Basin. 

 

Commissioner Hay moved and Commissioner Ferguson seconded to approve payroll change 04-259 for Allen Durbin with the Ambulance Department.  All voted “yes.”

 

Commissioner Hay moved and Commissioner Waymire seconded to approve payroll change 04-261 for Peggy Pearson with the Noxious Weed Department.  All voted “yes.”

 

Commissioner Waymire moved and Commissioner Ferguson seconded to approve tax order 2003-183.  All voted “yes.”

 

Keith Clark discussed due to budget cuts from Juvenile Justice Authority and the Kansas Department of Corrections.  Community Corrections will no long be able to sustain the Surveillance Program for fiscal year 2005.

 

Commissioner Hay moved and Commissioner Waymire seconded to approve payroll change 04-262 for Dan Eigsti with Community Corrections.  All voted “yes.”

 

Commissioner Hay moved and Commissioner Waymire seconded to approve the minutes for June 16, 2004.  All voted “yes.”

 

Blaine Finch discussed the County Counselors Conference that he attended in Salina.

 

Commissioner Waymire moved and Commissioner Ferguson seconded to go into an executive session for 5 minutes at 9:35 for non-elected personnel with Board, Blaine Finch and Shari Perry present.  All voted “yes.”  Vice Chairman Stottlemire opened the meeting at 9:40 and reported no action taken, no decisions made.

 

Dan Andrews discussed COF Services.  Dan said they are serving adults and children (infant to 18 years old).  Seventy-eight are children and 45 are from Franklin County and of the 187 adults 103 are from Franklin County.  Dan requested for 2005 a budget of $100,000, which is an increase of $13,600 and that would bring them back in line with what they received in 1995 and 1996.  Dan said that there needs have changed over the last few years and they have a waiting list of 93 people.

 

Commissioner Hay moved and Commissioner Waymire seconded to approve payroll changes 04-263 for Lisa Cherney, 04-264 for Charles Donart, 04-265 for Robin Horne, 04-266 for David Hood, 04-267 for Pat Howard, 04-268 for Donald Smith and 04-269 for Carole Belcher all with Services for the Elderly.  All voted “yes.”

 

With no further discussion the meeting was adjourned at 10:48.
