BOARD OF FRANKLIN COUNTY COMMISSIONERS
The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald C. Hay, Donald R. Stottlemire and Donald E. Waymire present.
The meeting was called to order by Chairman Taylor at 8:30.
John Dowell discussed 2005 proposed County Attorney budget.
Commissioner Hay moved and Commissioner Ferguson seconded to approve the minutes for June 28, 2004. All voted “yes.”
Commissioner Hay moved and Commissioner Waymire seconded to approve tax orders 2003-184 through 2003-185. All voted “yes.”
Commissioner Hay moved and Commissioner Ferguson seconded to accept the resignation of Alan Radcliffe as the Pomona Township Trustee effective July 5, 2004. All voted “yes.”
Ray DeJulio discussed 2005 proposed Road & Bridge, CHIP, Noxious Weed and Special Bridge budgets.
Board agreed to have Kansas Transportation Revolving Fund papers drafted for the cheapest cost to the County either capitalized interest or interest paid as the money is borrowed.
Lowell Broers of 4019 Oregon Rd. discussed needing some rock put in an entrance to his field. Board said they would go look at the situation.
Mary Bogart of 25 Timber Lake Rd. requested a variance for her septic system to the 10 foot setback from the property line. Board asked Larry Walrod to get a letter from Richard Miller approving and accepting the variance.
Commissioner Hay moved and Commissioner Stottlemire seconded to allow a variance of the 10 foot setback requirement for Steve and Mary Bogart property of their drip irrigation system located at 25 Timber Lake Rd. All voted “yes.”
John Steelman, Vicki Mills and Ruth Wheeler discussed 2005 proposed District-Wide and 4th Judicial District budgets. All voted “yes.”
Commissioner Stottlemire moved and Commissioner Hay seconded to approve payroll change 04-272 for Joyce Shively with the Ambulance Department. All voted “yes.”
Blaine Finch discussed proposed 2005 Emergency Preparedness budget.
Sue McCay discussed proposed 2005 Register of Deeds budget.
Blaine Finch discussed meeting with two companies tomorrow about radio communications.
Blaine Finch discussed siren upgrades.
Bob Thompson discussed that RC&D would like to store a tree and nut planter at the Recycling Center or Transfer Station. Board agreed.
Bob Thompson discussed appliances that are taken to the Transfer Station. Bob received three quotes from scrap dealers to purchase the appliances. Jim Poe $25.00 per ton, TT&T Salvage $15.00 per ton and Bohm Farm & Ranch $60.00 per ton. Board agreed to accept Bohm Farm & Ranch bid.
Bob Thompson discussed information for the purchase of a skid steer loader or 5600 Work Machine for various tasks at the Transfer Station. Depending on the options the estimated cost would be $30,000 to $40,000. Board made no decision.
Larry Walrod discussed proposed 2005 Environmental Health and Planning & Building budgets. Included in the Planning & Building budget is an additional $31,300 for a new employee and additional postage for codes enforcement and the new nuisance resolution.
Shari Perry discussed proposed 2005 County Clerk budget.
Shari Perry discussed proposed 2005 County Commissioners budget. Board agreed to add $100,000 for a County Administrator to the Commissioners budget. Commissioner Stottlemire said if the petition is certified by the County Clerk and is approved by the voters to change to a County Administrator form of government, the County has only six months to implement it.
Shari Perry asked about the new proposed 2005 Human Resources budget that was submitted by Blaine Finch
Board asked Shari Perry to get with the auditor and work up the budget with the proposed budgets submitted and then they would know where they were on budgets and then they could discuss the salary proposal.
Shari Perry said that transferring $35,400 from the Clerk’s budget to the Human Resources budget is not an option.
With no further discussion the meeting was adjourned at 12:15.
