BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

The Board of Commissioners met in a regular session with Vice Chairman Donald R. Stottlemire and Commissioners Fred E. Ferguson, Donald C. Hay and Donald E. Waymire present.  

 

The meeting was called to order by Vice Chairman Stottlemire at 8:30.

 

Darrell Wadkins in about tenants of the Annex not locking the doors in the evenings.  Board asked Blaine Finch to issue another letter to the tenants.  Darrell Wadkins said that most of the time it is the north doors that are left unlocked.  Board discussed increasing the rent to hire someone to make sure the doors are locked. 

 

Board discussed continuing education for Lisa Dempsey to attend a course on Prosecuting Sexual Assaults and Related Violent Crimes.

 

Commissioner Hay moved and Commissioner Waymire seconded to approve Lisa Dempsey to attend a course in San Antonio on Prosecuting Sexual Assaults and Related Violent Crimes.  All voted “yes.”

 

Debbie Hough discussed banking standards and practices.  Debbie said that currently we get checks free, have no monthly service fees, have no charge for bank wires or transfers, all accounts are interest bearing, banks must have sureties to cover all money and checks are run through three times instead of two times for collection.  Board suggested that Debbie contact the local banks and have a meeting regarding investments. 

 

Debbie Hough said she will be attending the Treasurer’s Certification Class.

 

R.W. James said he has taken pictures of residents in the county that have businesses in their residents or next to the residents.  Mr. James said he has received a letter from Blaine Finch about removing a modular that is setting on his property.  Mr. James said he doesn’t understand why he can’t get a variance for his life time to move in a modular on commercial property.  Board asked Mr. James to go and talk to Larry Walrod.

 

Commissioner Hay moved and Commissioner Waymire seconded to approve the minutes for July 14, 2004.  All voted “yes.”

 

Commissioner Waymire moved and Commissioner Hay seconded to approve payroll changes 04-254 for Roy Doug McIntosh and 04-255 for Gary Coon both with the Sheriff’s Department.  All voted “yes.”

 

Commissioner Hay moved and Commissioner Waymire seconded to approve payroll changes 04-288 for Christine Thornton, 04-289 for Connie Gamberel and 04-290 for Vicki Evans all with 911 Dispatch.  All voted “yes.”

 

Board discussed the solicitation for bids that was published for the purchase of two vehicles for the Appraiser’s Office.  The bid said bid will be opened Wednesday, July 19, 2004.  Board agreed to wait until Wednesday July 21, 2004 to open bids.

 

Boards discussed sculptures on the Courthouse lawn and ask County Clerk Shari Perry to contact Mary Allison Haynie.

 

With no further discussion the meeting was adjourned at 9:55.
