BOARD OF FRANKLIN COUNTY COMMISSIONERS

The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald C. Hay, Donald R. Stottlemire and Donald E. Waymire present.  

The meeting was called to order by Chairman Taylor at 1:00 p.m.

Jim Haag discussed cell phone service and signing a new service agreement with T-Mobile.

Commissioner Hay moved and Commissioner Waymire seconded to sign a service agreement with T-Mobile for the purchase of 4 phones and service.  All voted “yes.”

Jim Haag discussed an old John Deere motor grader that needs a new motor.  Low bid for a turn key job was Murphy Tractor.  Commissioner Hay asked if Martin Machinery had been contacted.  Board asked Ray to contract Martin Machinery for a quote.

Blaine Finch discussed loan documents for the 36 mile hard surface project.  Blaine said we should have documents to sign by the end of the week.

Blaine Finch discussed K-33 and Virginia Rd signage.

Commissioner Hay moved and Commissioner Stottlemire seconded to change the signage at the intersection of K-33 and Virginia Rd. and add a sign that says K-33 to the post also.  All voted “yes.”

Commissioner Waymire moved and Commissioner Stottlemire seconded to go into an executive session for 40 minutes at 1:20 for non-elected personnel with Board, Shari Perry, Kristie Stinebaugh, Alan Radcliffe and Blaine Finch present.  All voted “yes.”  Alan Radcliffe and Kristie Stinebaugh left the executive session at 1:45.  Chairman Taylor opened the meeting at 1:50 and reported no action taken, no decisions made.

Commissioner Hay moved and Commissioner Waymire seconded to approve the minutes for August 23, 2004.  All voted “yes.”

Commissioner Hay moved and Commissioner Ferguson seconded to approve payroll changes 04-306 for Cheri Kirkland, 04-307 for Loren Evans, 04-308 for Allen Durbin, 04-309 for Bruce Goddard, 04-310 for Pam Sheffield, 04-311 for Greg Dunn, 04-413 for Pat Hultman, 04-313 for Davis Owen, 04-314 for Vicki Robbins, 04-315 for Kristi Dryden, 04-316 for Rachel Hopkins, 04-317 for Danielle Price, 04-318 for William Robbins, 04-319 for Ryan Murphy, 04-320 for Emily Boganey and 04-322 for Renee Lightfoot all with the Ambulance Department.  All voted “yes.

 

Rodney Burns discussed 2003 County audit.

Commissioner Hay moved and Commissioner Ferguson seconded to go into an executive session for 15 minutes at 2:20 for security/computer with Board, Blaine Finch, Rodney Burns and Shari Perry present.  All voted “yes.”  Chairman Taylor opened the meeting at 2:35 and reported no action taken, no decisions made.

Commissioner Waymire moved and Commissioner Ferguson seconded to go into an executive session for 5 minutes at 2:35 for non-elected personnel with Board and Blaine Finch present.  All voted “yes.”  Chairman Taylor opened the meeting at 2:40 and reported no action taken, no decisions made.

Commissioner Stottlemire discussed the committee for interviewing for a Human Resource Director.

With no further discussion the meeting was adjourned at 3:00.
