BOARD OF FRANKLIN COUNTY COMMISSIONERS
The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald C. Hay, Donald R. Stottlemire and Donald E. Waymire present.
The meeting was called to order by Chairman Taylor at 8:30.
Keith Clark discussed the resignation of Sarah Steging as an ISO Officer.
Commissioner Hay moved and Commissioner Ferguson seconded to approve payroll change 04-331 for Sarah Steging with Community Corrections. All voted “yes.”
Keith Clark discussed hiring a part-time no benefit Transportation Officer at $17.00 per hour for transporting juvenile offenders to and from their assigned placements. Keith anticipates this employee will work 20 to 25 hours per month. Board agreed.
Blaine Finch said he received a call about a grant application that was submitted to the Highway Patrol for additional radio tower communication needs and the application was not approved.
Blaine Finch discussed time sheets, FLSA and exempt employees. Blaine is going to contact Jason Parks and have him put it on the internal web site and the Board will discuss the memo with department heads at the next luncheon.
Kristie Stinebaugh discussed purchasing eight 5 drawer file cabinets for the Human Resource Department. The low bid was Didde Office Supply at $2,096.08.
Commissioner Hay moved and Commissioner Ferguson seconded to approve the purchase of eight 5 drawer file cabinets from Didde Office Supply at a cost of $2,096.08. All voted “yes.”
Harry Bowen with KCAMP discussed the loss claims from the July 11, 2003 hail storm. The total loss to county property was $297,553.93. The County was only responsible for a $500 deductible.
Commissioner Hay moved and Commissioner Waymire seconded to sign a proof of loss statement for the July 11, 2003 hail storm in the amount of $297,553.93. All voted “yes.”
Commissioner Waymire moved and Commissioner Hay seconded to approve the minutes for August 30, 2004. All voted “yes.”
Rick Porter with RC&D discussed working with the Ellsworth Correctional Facility on a bike program. The Ellsworth Correctional facility fixes bikes and we receive bikes to give to needy families. Rick is getting bikes from the Transfer Stations in the six counties in the Lake Region to send to Ellsworth in exchange for fixed bikes. Rick said that the El Dorado facility is going to also start a bike program, they currently do wheelchairs.
Commissioner Hay moved and Commissioner Stottlemire seconded to accept the bid from Murphy Tractor to replace the engine in a John Deere motor grader at a turn key cost of $13,900. All voted “yes.”
Board of County Commissioners from Anderson County came up and discussed chip and sealing the county line road. Board asked Jim Haag to get with the Anderson County Engineer and work up a proposal of cost.
Commissioner Hay moved and Commissioner Waymire seconded to go into an executive session for 5 minutes at 10:20 for non-elected personnel with Board and Blaine Finch present. All voted “yes.” Chairman Taylor opened the meeting at 10:25 and reported no action taken, no decisions made.
With no further discussion the meeting was adjourned at 10:25.
