BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald C. Hay, Donald R. Stottlemire and Donald E. Waymire present.  

 

The meeting was called to order by Chairman Taylor at 8:30.

 

Alan Radcliffe presented a list of equipment that was purchased for Homeland Security.  The last month the Local Emergency Planning Committee has been working on the new Plan.  He is planning training and would like the training to be mandatory, this would include Public Works, Sheriff’s Department, Health Department, etc.  Alan is also working on ID badges for fire departments, volunteers and county employees.  Alan discussed the HazMat trailer and equipment that is in the trailer and the need for the trailer.  Alan discussed a resolution for clean up of spills and who is responsible to pay for the clean up and a resolution to use county employees and equipment.  Alan discussed sirens in cities and the possibility for a grant.  Alan discussed burn permits. 

 

Commissioner Hay moved and Commissioner Waymire seconded to approve tax orders 2003-2005 through 2003-2011.  All voted “yes.”

 

Commissioner Waymire moved and Commissioner Hay seconded to approve the write-offs for the Ambulance Department for the month on August in the amount of $26,715.20.  All voted “yes.”

 

Commissioner Stottlemire moved and Commissioner Ferguson seconded to approve payroll change 04-336 for Cheri Kirkland with the Clerk’s Office.  All voted “yes.”

 

Commissioner Hay moved and Commissioner Stottlemire seconded to approve the minutes for September 8, 2004.  All voted “yes.”

 

Ken Morton discussed inspections with less than 24 hour notice.  There have been times when no one is available because of vacations.  Board said they will talk with Larry Walrod.

 

Ralph Finch discussed using the Courthouse lawn this weekend and setting bleachers in front of the Courts Building.

 

Opened public hearing at 10:00 for the purpose of considering an application to be submitted to the Kansas Department of Commerce for Small Cities Community Development Block Grant funds under the Community Improvement category in behalf of Franklin County Mental Health Clinic, Inc.

 

Diane Drake discussed the project is to expand the existing facility at the 2537 Eisenhower Rd.

 

Jennifer LaRue discussed the need for a storm shelter at the Eisenhower Rd. facility.  She was working on the evening of August 25 when they received a phone call about the tornado sirens going off in Ottawa.  She was meeting with a client and was preparing to take that child in her vehicle to the facility on Cedar St. because there is a basement at that facility. 

 

Chairman Taylor said that Alan Radcliffe needs to be contacted about some type of radio for storm warnings.

 

Commissioner Hay asked if the property on Eisenhower is fenced, so that clients can not get out and over to the old quarry. 

 

Mr. Schneiders said that people have been warned by the Sheriff’s Department about the quarry and run off of the property were the quarry is.

 

Dana Pacquette said that they have 1 adult per 4 children and they are completely fenced.  They need to have medical records, nursing, office space and storage on site at the Eisenhower site. 

 

Kevin Shaw said they have a need for growth and that staff is doubled in offices currently.

 

Donna Crawford said the plans are to have to expansion due within 24 months.

 

Diane Drake said they currently have around 90 employees and could increase to 110 employees.

 

With no further comments, Chairman Taylor closed the public hearing at 10:20.

 

Dave Malone discussed a resolution of intent to issue health care facility revenue obligations.  There will be $400,000 from a Community Development Block Grant (if approved), $400,000 of refunding obligations and $1,000,000 of new obligations.

 

Commissioner Hay moved and Commissioner Waymire seconded to approve Resolution No. 04-79 certifying legal authority to apply for the 2005 Kansas small Cities Community Development Block Grant Program from the Kansas Department of Commerce and authorizing the Chairman to sign and submit such an application and dedicates $95,408 in cash funds from Franklin County Mental Health, Inc. toward this project.  All voted “yes.”

 

Commissioner Hay moved and Commissioner Stottlemire seconded to approve Resolution No. 04-80 stating the intent of Franklin County, Kansas to issue Health Care Facility Revenue Obligations in an aggregate principal amount of not to exceed $1,400,000 for the purposes of refunding certain outstanding certificates of participation and constructing an addition to the facilities of the Franklin County Mental Health Center, Inc. located in Franklin County, Kansas.  All voted “yes.”

 

Commissioner Waymire moved and Commissioner Hay seconded to approve Resolution No. 04-81 stating commitment to seek funding through the Kansas Department of Commerce, Small Cities CDBG Program, in the amount of $400,000 and further commitment, by the County, to leverage project costs in the amount of $1,000,000 with an industrial revenue bond, and $95,408 in cash from Franklin County Mental Health Clinic, Inc.  All voted “yes.”

 

Commissioner Hay moved and Commissioner Stottlemire seconded to approve Resolution No. 04-82 assuring the Kansas Department of Commerce that funds will be continually provided for the operation and maintenance and debt retirement of improvements to the Mental Health Facility to be financed with Community Development Block Grant Funds.  All voted “yes.”

 

Commissioner Hay moved and Commissioner Stottlemire seconded to approve an interlocal agreement between the County of Franklin and Franklin County Mental Health Clinic, Inc.  All voted “yes.”

 

Commissioner Hay moved and Commissioner Stottlemire seconded to follow the guidelines set out by Kansas Department of Commerce regarding the CDBG Program.  All voted “yes.”

 

John Spiess read a statement about the ditch at 2321 Kentucky Rd.  Board agreed they would need to go view the property.

 

Chairman Taylor, Commissioners Ferguson, Hay and Waymire and County Clerk Shari Perry left at 11:15 to view the ditch at 2321 Kentucky Rd.  Arrived back at 12:05.

 

With no further discussion the meeting was adjourned at 12:05.
