BOARD OF FRANKLIN COUNTY COMMISSIONERS

 

The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald C. Hay, Donald R. Stottlemire and Donald E. Waymire present.  

 

The meeting was called to order by Chairman Taylor at 8:30.

 

Commissioner Stottlemire moved and Commissioner Hay seconded to go into an executive session for 30 minutes at 8:30 for non-elected personnel with Board, Blaine Finch, Heather Jones and Kevin Kimball present.  All voted “yes.”  Chairman Taylor opened the meeting at 9:00 and reported no action taken, no decisions made.

 

Commissioner Stottlemire moved and Commissioner Hay seconded to go into an executive session for 15 minutes at 9:00 for non-elected personnel with Board, Blaine Finch, Heather Jones and Kevin Kimball present.  All voted “yes.”  Chairman Taylor opened the meeting at 9:15 and reported no action taken, no decisions made.

 

Commissioner Stottlemire moved and Commissioner Hay seconded to go into an executive session for 15 minutes at 9:15 for non-elected personnel with Board, Blaine Finch, Heather Jones and Kevin Kimball present.  All voted “yes.”  Kevin Kimball left executive session at 9:20.  Chairman Taylor opened the meeting at 9:25 and reported no action taken, no decisions made.

 

Board discussed office hours for the Public Works administrative office and discussed the hours that other counties have as office hours.

 

Debbie Hough discussed proposals from Pitney Bowes for a postage meter and folder.

 

Commissioner Hay moved to sign a 60 month lease with Pitney Bowes for a DM900 postage machine and folder.  Died for a lack of second.

 

Board agreed to have Jason Parks look into a new folder.

 

Commissioner Hay moved and Commissioner Ferguson seconded to approve the minutes for September 22, 2004.  Commissioners Ferguson, Hay, Stottlemire and Waymire voted “yes.”  Chairman Taylor abstained.

 

Tom Weigand discussed forum for County Administrator question.  The forum will be held on October 18 at 7:00 p.m. at the Franklin County Annex.

 

Commissioner Stottlemire moved and Commissioner Ferguson seconded to go into an executive session for 10 minutes at 10:45 for non-elected personnel with Board, Blaine Finch and Shari Perry present.  All voted “yes.”  Chairman Taylor opened the meeting at 10:51 and reported no action taken, no decisions made.

 

Barbara Conus discussed flu vaccines, Women’s Health Fair at Wal-Mart and Flue X clinic in Emporia.

 

Craig Davis discussed the carry over of up to 4 days of vacation for officers into 2005.

 

Commissioner Hay moved and Commissioner Stottlemire seconded to approve up to 4 days of carry over vacation leave for officers into 2005.  All voted “yes.”

 

Craig Davis discussed hiring a full-time officer and at least one temporary officer to fill in for officers that have been called to active duty.

 

Commissioner Hay moved and Commissioner Waymire seconded to allow the advertising for a full-time officer and temporary officers.  All voted “yes.”

 

Commissioner Waymire moved and Commissioner Ferguson seconded to go into an executive session for 15 minutes at 11:32 for non-elected personnel with Board and Blaine Finch present.  All voted “yes.”   Chairman Taylor opened the meeting at 11:45 and reported no action taken, no decisions made.

 

With no further discussion the meeting was adjourned at 11:45.
