BOARD OF FRANKLIN COUNTY COMMISSIONERS
The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald C. Hay, Donald R. Stottlemire and Donald E. Waymire present.
The meeting was called to order by Chairman Taylor at 8:30.
Larry Walrod discussed the meetings that have taken place regarding the applicant for a special use permit filed by Ron west for a paintball facility in an A-1 zoning. Larry said the Board has two options either to approve or deny. Larry said he has received a legal description for the area to be used for the playing field and there has also been a request for continuance filed by John Richeson, attorney for protestants. Larry present two draft resolutions one to approve the application with 20 conditions and the other to deny.
Commissioner Hay moved and Commissioner Stottlemire seconded to grant a two week continuance for a decision of approving or denying a special use permit for a paintball facility located on property owned by Ron West. All voted “yes.”
Board placed the decision for the special use permit on the agenda for Monday October 25 at 8:30 a.m.
Commissioner Waymire moved and Commissioner Stottlemire seconded to go into an executive session for 10 minutes at 9:05 for attorney client privileges with Board and Blaine Finch present. All voted “yes.” Chairman Taylor opened the meeting at 9:15 and reported no action taken, no decisions made.
Gary Chadwell of 2774 Nebraska Rd. discussed concerns he has about raising the road and water backing up into his basement. Board phoned Jim Haag and told Gary that Mr. Haag would be contacting him.
Commissioner Hay moved and Commissioner Waymire seconded to appoint Don Stottlemire as the voting delegate at the KWORCC 2004 annual meeting and any special meetings and Ed Taylor as the alternate. All voted “yes.”
Commissioner Stottlemire moved and Chairman Taylor seconded to appoint Don Hay as the voting delegate for matters pertaining to KCAMP and Don Waymire as the alternate. All voted “yes.”
Chairman Taylor signed a Notice to Proceed starting October 18 with Cutting Edge for work on Jackson Rd. from Vermont Rd. to Miami County line.
Commissioner Hay moved and Commissioner Ferguson seconded to approve tax orders 2003-215 through 2003-218. All voted “yes.”
Commissioner Waymire moved and Commissioner Hay seconded to include the applications for 411 E. 4th owned by John E. Taylor % Colt Waymire, 613 N. Hickory owned by Franklin County Habitat for Humanity, 711 N. King owned by Eric Seneca and 1013 N. Main owned by Shawn Markley into the Neighborhood Revitalization Plan. Commissioners Ferguson, Hay, Stottlemire and Waymire voted “yes.” Chairman Taylor abstained.
Commissioner Hay moved and Commissioner Waymire seconded to approve the minutes for October 6, 2004. Chairman Taylor and Commissioners Hay, Ferguson and Waymire voted “yes.” Commissioner Stottlemire abstained.
Kristie Stinebaugh discussed the installation of two panic button in the Human Resources Office, she has received a bid for a cost of $965. Board thought the cost was high and asked her to get with Jason Parks and Darrell Wadkins.
Commissioner Ferguson moved and Commissioner Waymire seconded to go into an executive session for one hour and 50 minutes at 10:10 for personnel of non-elected with Board, Kristie Stinebaugh and Blaine Finch present. All voted “yes.” Chairman Taylor opened the meeting at 11:50 and reported no action taken, no decisions made.
Chairman Taylor closed for lunch at 11:50.
Chairman Taylor opened the meeting at 1:30.
Commissioner Waymire moved and Commissioner Stottlemire seconded to go into an executive session for 40 minutes at 1:35 for personnel of non-elected with Board, Blaine Finch and interviewer. All voted “yes.” Chairman Taylor opened the meeting at 2:15 and reported no action taken, no decisions made.
Commissioner Hay moved and Commissioner Ferguson to approve payroll change 04-346 for Evonna James with the Health Department. All voted “yes.”
With no further discussion the meeting was closed at 2:25.
