BOARD OF FRANKLIN COUNTY COMMISSIONERS
The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald C. Hay, Donald R. Stottlemire and Donald E. Waymire present.
The meeting was called to order by Chairman Taylor at 8:30.
Larry Walrod discussed appointment to the Planning Commission and holding interviews for three applicants that have shown interest in being appointed to the Planning Commission. Board will hold interviews on Monday October 25.
Larry Walrod discussed variance on Bogart property down by Lane.
Commissioner Hay moved and Commissioner Waymire seconded to approve the minutes for October 13, 2004. All voted “yes.”
Jim Haag discussed “Federal-Aid Agreement” to Let Five-Year Plan Projects.
Commissioner Hay moved and Commissioner Stottlemire seconded to approve the new County Five-Year Plan “Federal-Aid Agreement.” All voted “yes.”
Commissioner Hay moved and Commissioner Stottlemire seconded to go into an executive session for 10 minutes at 9:20 for personnel of non-elected with Board, Blaine Finch and Kristie Stinebaugh present. All voted “yes.” Chairman Taylor opened the meeting at 9:30 and reported no action taken, no decisions made.
Commissioner Hay moved and Commissioner Stottlemire seconded to go into an executive session for 10 minutes at 9:30 for personnel of non-elected with Board, Blaine Finch, Ray DeJulio and Kristie Stinebaugh present. All voted “yes.” Chairman Taylor opened the meeting at 9:40 and reported no action taken, no decisions made.
Chairman Taylor discussed a letter of understanding regarding the retirement of Ray DeJulio. Ray DeJulio’s job description will be changed to Public Works Consultant effective November 1, 2004. The County will pay $10,000 in compensation for services for November and December of 2004 and January 2005. The County will pay $1,000 in longevity pay in December of 2004 and pay sick time that has been accumulated in accordance with the 2004 Personnel Manual, with said payment being part of the January 2005 paycheck. Ray DeJulio can purchase health insurance as of November 1, 2004, sign releases of all claims against the County and be on call for Jim Haag when needed.
Commissioner Hay moved and Commissioner Waymire seconded to sign the letter of understanding between Franklin County and Ray DeJulio. All voted “yes.”
Commissioner Hay moved and Commissioner Ferguson seconded to approve payroll changes 04-344 for Greg Dunn and 04-345 for Bruce Goddard, both with the Ambulance Department. All voted “yes.”
Commissioner Stottlemire moved and Commissioner Waymire seconded to go into an executive session for 20 minutes at 9:50 for personnel of non-elected with Board and Blaine Finch present. All voted “yes.” Chairman Taylor opened the meeting at 10:10 and reported no action taken, no decisions made.
Commissioner Hay moved and Commissioner Ferguson seconded to go into an executive session for 10 minutes at 10:15 for attorney client privileges for pending litigation with Board and Blaine Finch present. All voted “yes.” Chairman Taylor opened the meeting at 10:15 and reported no action taken, no decisions made.
With no further discussion the meeting was adjourned at 10:17.
