BOARD OF FRANKLIN COUNTY COMMISSIONERS
The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald C. Hay, Donald R. Stottlemire and Donald E. Waymire present.
The meeting was called to order by Chairman Taylor at 8:30.
Chairman Taylor opened the meeting with a minute of silence in memory of retired Sheriff Rex Bowling.
Larry Walrod discussed application for a special use permit filed by Ron West for a Paintball Facility. Larry presented the Board with two draft resolutions, one for approval and one for denial. Larry said that the Board could add or delete from either resolution as they see fit to protect the public.
John Richeson spoke for his clients asking the Board to deny the special use permit.
Commissioner Hay asked Ron West if he had seen the draft resolution for approval of the special use permit and if he had any comments about the conditions. Ron West said that he had no problems with the conditions.
Commissioner Hay moved and Commissioner Waymire seconded to have Blaine Finch draft a final resolution for approval of the application filed by Ron West for a special use permit for a paintball facility. All voted “yes.”
Commissioner Hay moved and Commissioner Ferguson seconded to approve the minutes for October 20, 2004. All voted “yes.”
Commissioner Hay moved and Commissioner Waymire seconded to approve payroll changes 04-351 for Paul Golden with the Maintenance Department, 04-354 for Carl Humphrey with the Jail and 04-356 for Jayson Wiscombe with the Jail. All voted “yes.”
Mr. Cowdin said that the minimum maintenance road and ditches on Osborne Lane need to be cleaned up from all of the people dumping. Board will contact the Solid Waste Department and have it cleaned up.
Board interviewed Bill Kern, Tammy Guilfoyle and Laura Ansley for the Planning Commission.
Barbara Conus discussed attending training on HIPAA Security Regulations, training on Risk Communication, training on packing and shipping specimens and car seat training.
Commissioner Hay moved and Commissioner Ferguson seconded to approve the HIPPA Security Regulations, the Risk Communication training, training on packing and shipping specimens and car seat training for the Health Department. All voted “yes.”
Commissioner Waymire moved and Commissioner Ferguson seconded to appoint Laura Ansley to the Franklin County Planning Commission for a 3 year term. All voted “yes.”
Commissioner Hay moved and Commissioner Stottlemire seconded to allow employees off from 9:30 - 12:00 to attend the funeral of retired Sheriff Rex Bowling, but all offices will remain open. All voted “yes.”
Commissioner Hay moved and Commissioner Waymire seconded to approve Resolution No. 04-95 approving the special use permit application filed by Ron West for the operation of a paintball facility in an A-1 zoning with 20 conditions. All voted “yes.”
Jason Parks discussed shipping three copiers back to Fleet in New York at a cost of $412.67 plus approximately $20 for insurance. Board agreed to use this method to ship back the copiers.
With no further discussion the meeting was closed at 11:50.
