BOARD OF FRANKLIN COUNTY COMMISSIONERS
The Board of Commissioners met in a regular session with Chairman John E. Taylor and Commissioners Fred E. Ferguson, Donald C. Hay, Donald R. Stottlemire and Donald E. Waymire present.
The meeting was called to order by Chairman Taylor at 8:30.
Craig Davis discussed 2004 Sheriff budget, fuel costs are up, major repairs to vehicles, not going to fill vacate positions until January.
Craig Davis discussed 2004 Jail budget, reimbursements are down and jail is full with our inmates. Chairman Taylor asked about using deer meat in the Jail if it is processed at a processing plant. Craig said we are going to replace the stove and fryer in the Jail and we may need to start out sourcing prisoners to other facilities, because of numbers.
Craig Davis discussed 2004 911 budget. Craig said he thinks they will be alright.
Commissioner Hay moved and Commissioner Waymire seconded to approve tax orders 2004-001 through 2004-007, 2004-9 through 2004-13, 2004-15 through 2004-35, 2004-37 through 2004-44 and 2004-47. All voted “yes.”
Commissioner Hay moved and Commissioner Waymire seconded to approve compensation for the County Treasurer for motor vehicle duties and County Clerk for election duties in the amount of $5,707.28. All voted “yes.”
Commissioner Waymire moved and Commissioner Ferguson seconded to approve Resolution No. 04-100 providing for the donation of local census records to the Franklin County Historical Society. All voted “yes.”
Board flipped a coin to break a tie vote for Peoria Township Treasurer. Nancy Taylor was heads and James Clyde II was tails. Nancy Taylor won the toss.
Commissioner Stottlemire moved and Commissioner Hay seconded to approve the minutes for November 10, 2004. All voted “yes.”
Commissioner Stottlemire moved and Commissioner Ferguson seconded to approve Resolution No. 04-101 designating deputy coroners as follows: John D. Atkins, Donald N. Braun, Richard L. Fox, Christopher D. Jarvis, John R. Shell, Jon O. Sides, Jeff M. Sloyer and Timothy C. Spears. All voted “yes.”
Linda Thurston with Franklin County Daycare presented the Board with a Certificate of Appreciation for dedication and support in the past 40 years.
Commissioner Stottlemire moved and Commissioner Hay seconded to approve payroll change 04-359 for Roy Lee Bishop with Public Works. All voted “yes.”
Commissioner Waymire moved and Commissioner Stottlemire seconded to go into an executive session for 5 minutes at 9:35 for real estate acquisition with Board and Blaine Finch present. All voted “yes.” Chairman Taylor opened the meeting at 9:40 and reported no action taken, no decisions made.
Chairman Taylor opened a public hearing at 10:00 relating to a proposal to vacate beginning at a point 1,400 feet South of the centerline of Douglas Road on Arkansas Road thence South to Cloud Road; and from the centerline of Arkansas Road West on Cloud Road to Old 50 Highway.
With no comments, Chairman Taylor closed the public hearing at 10:02.
Commissioner Hay moved and Commissioner Waymire seconded to approve Resolution No. 04-102 vacating a portion of Arkansas Road and a portion of Cloud Road. All voted “yes.”
Jim Haag discussed minimum maintenance upgrades. Jim and Blaine Finch are going to draft a resolution.
Chairman Taylor opened a public hearing at 10:15 relating to a proposal to vacate a portion of Meadow Lake Road, located in Section 21, Township 17, Range 19.
With no comments, Chairman Taylor closed the public hearing at 10:16.
Commissioner Hay moved and Commissioner Stottlemire seconded to approve Resolution No. 04-103 vacating a portion of Meadow Lake Rd. (see resolution for complete legal). All voted “yes.”
Jim Haag discussed 2004 Road & Bridge budget. Jim is estimating they will be over budget by $288,000.
Board left at 10:35 to attend a presentation at Eisenhower School.
Board, Shari Perry and Blaine Finch had lunch at Ransom Memorial Hospital with the Board of Directors and Administrative Staff.
With no further discussion the meeting was adjourned at 1:15.
